The glory of springtime is the same to all. But, there are many different points of view. A child sees it best from the middle of a mud puddle! ~ from Kaplans Thanks.

The recent release of the proposed meal patterns have all of us reading and trying to comprehend the changes. Some are already working to plan menus that would meet the requirements. As noted elsewhere in the Bulletin, a new addition to the CANS page has information, a USDA webinar on the changes, and other information. Check back often as we will continue to add information for the meal patterns and reauthorization to that page.

The reauthorization has brought some changes and will continue to bring more. The changes so far are through implementation policies. These are sent to local agency staff and are posted on the USDA website at http://www.fns.usda.gov/fns/regulations.htm under the appropriate program.

Thanks for all you are doing through the almost-daily changes to schedules. Another quip from Kaplans Thanks says “Blessed are the flexible, for they shall not be bent out of shape!” We need to do your mental and physical yoga to maintain that flexibility!

SD Child Nutrition Institute June 2011

Have you made plans yet to attend Child Nutrition Institute? With child nutrition programs front and center in the news these days, don’t miss this great training opportunity! Whether you want to develop new skills, hone existing skills, or learn something completely new and different…the options are all here for you. Save money and register by the early bird deadline of April 30, 2011. Online registration is available this year.

This year’s Institute is June 19-24, 2011 on the campus of Augustana College. Track 1 students will have the option of taking Serving It Safe if they are already ServSafe certified
Track 3 will have only one section and be cooking the noon meal
Track 5 is open to anyone interested in helping create or sustain a healthy school environment. Schools or agencies registering for this class must send a team of two people. Any combination of staff is acceptable. Your team can consist of any of the following staff: child nutrition staff, school nurse, PE teacher, Health teacher, Life Skills teacher, principal, assistant principal, or a counselor. This list is not limited…schools may send any combination of interested persons, as long as it does so in pairs.
Track 6 will be open to all foodservice personnel…whether you have attended Institute before or not. Track 6 is designed to cover all of today’s “hot” topics in child nutrition
• Class size is limited • Preference will be given to foodservice directors, kitchen managers, and head cooks

There really is something for everyone!! Don’t miss out on this one of a kind educational opportunity! Take this opportunity to learn new things, network with old friends, and spend a week “re-energizing” as you begin to think about school year 2011-12. New CANS Web Page Now Available

Reauthorization and Proposed Meal Pattern

Due to the recent reauthorization of the USDA food and nutrition programs passed in December 2010, there are going to be several program updates to share with all of our schools and agencies. CANS will have a special section on our web page at http://www.doe.sd.gov/cans/cnr.asp that will be posting information and links to various sites and information to help keep everyone informed.

• The website will include a summary of the new proposed menu pattern regulations
• New menu pattern for school breakfast and lunch
• Link to the Federal Register for the “Healthy Hunger-Free Kids Act of 2010”
• Links to the USDA webinar that aired on January 19th regarding the new proposed school menu pattern
• Will post a survey concerning the proposed menu pattern to address your concerns which needs to be completed by March 4th
• Link for sending in comments and concerns to USDA to be completed by April 13, 2011.

March 14: CANS will host a Live Meeting to discuss the proposed meal pattern and to address questions and concerns compiled from the USDA webinar survey questions
March 22: CANS will host a separate Live Meeting to discuss implementation timeline of reauthorization based on the information Sandra Kangas learned in Washington, DC.
Early March – CANS will provide a press release encouraging parents and community people to also send in questions and concerns regarding proposed menu pattern before the April 13 deadline

We Can! Training Mini Grant Opportunity

We Can! trainings offer a diverse group of people working in a broad array of settings (for example schools, tribal organizations, health departments, Faith-based organizations, community youth programs) the opportunity to learn more about the We Can! national movement and how it’s helping 8-13 year olds stay at a healthy weight. These trainings are designed to be instructional and interactive, and offer networking opportunities for anyone concerned about the growing problem of childhood overweight and obesity.

Team Nutrition is sponsoring We Can! 2 day training, July 12-13, 2011 at Cedar Shores in Oacoma, SD. The training will give an overview of We Can! Program. It will also provide training in four easy to use curriculums: one for parents and CATCH Kids Club, Media-Smart Youth, and SPARKS. In addition, you will have the opportunity to listen to success stories of those who have used the We Can! Program, and have time to network with your team, and plan how to implement the training.

Mini grants are available to pay all expense for your team to attend the training. The application for the mini grant is available online at the S.D. Team Nutrition web page. At the training you will have the opportunity to fill out a one page application for an additional mini grant for $2,000 to implement the training.

Application due by July 27, 2011 or may be submitted on the day the training is completed.

South Dakota Food Distribution Newsletter March 2011

NOI (Net off Invoicing) Dates
• If you are planning to use NOI for the 2011-12 school years you will need to have your final information to Mark on or before May 27, 2011.
• The process is time consuming and you will want to allow plenty of time for each step
1. Choose the products you will be using in NOI
2. The number of pounds you will need for those products (use a processing calculator)
3. To which distributor will you be sending your bid request
4. How long will you give the distributors to return you bid request
5. Return to Mark: the number of pounds, who you have chosen as your distributor and which processor you will be using
6. What do you need to do to have everything done and returned to Mark by May 27, 2011?


FOOD RECALL SIGNUP
• If you have not signed up for notice of food related recalls. Please use the link to go to the website and sign up under the United States Department of Agriculture (USDA) Food Safety Inspection Services (FSIS): http://www.recalls.gov/list.html.
• This link can also be found on the Food Distribution web page in the links section on the right.

DELIVERIES
• If you accept your delivery without checking to see that it is accurate you are losing your option to return product that is damaged by the delivery, excess of what you had ordered, or just not what you had planned for your purchase.
• Make the time to check the delivery as the product is being unloaded from the truck.
• You do not have to keep what you did not order. Return it with the truck. If you have problems please let us know as soon as possible.

REMINDERS
• Remember to keep your Manifest and Invoices to reconcile with the year end history report that is sent out in July.
• Comparing the actual invoices and your manifest is the easiest way for you to know your information is actually what you have received during the year.

Manifests are very important:
• Return your manifest to Lynette within 48 hours of receiving your delivery. This will acknowledge your delivery and verify you have received the correct quantities of each USDA Foods you had ordered.
• If we do not receive your manifest we cannot adjust your invoice and order form. If you do not receive something and we are not notified you will still be charged for the item.

USDA Foods Loss Form:
• We have a new USDA Foods loss form that will need to be filed if you have a freezer malfunction or damage found after storage. Please contact Mark if you have questions. You should print a copy for your records and submit by e-mail. The link will send it directly to Mark.
• Before destroying damaged or out of condition product you must notify Mark Moen. A “commodity loss form” is on the right of the food distribution website. Click here for the form. Fill out form completely as if the person reading was the actual person noting the damage.

Making Summer Feeding Work for You

This is to invite you to contribute to the health and well-being of the needy children in your area by sponsoring the SFSP or Seamless Summer program in your community. The income guidelines are the same as the reduced price guidelines in the National School Lunch Program or Child and Adult Care Food Program. Any child that is eligible for a free or reduced price lunch in those programs is eligible for free meals in the SFSP.

Schools can provide meals for children in the summer in three ways.

1. Summer Food Service Program (SFSP) – Schools that have a 50% free or reduced price eligible site may offer meals at no charge to all area children through age 18. Other agencies may offer the program at a site within the eligible site area. SFSP has a separate agreement and the rates of reimbursement are higher. There are two trainings offered Administrative and Operational to assist you in successfully sponsoring a SFSP site.

2. Summer school – Schools that offer summer school and want to provide meals only to children enrolled in summer school may extend their current Child Nutrition Program agreement with Child & Adult Nutrition Services. The school would receive reimbursement for meals served to children enrolled in summer school at the same rate as the school year.

3. Seamless Summer – Schools that have an eligible site may offer meals at no charge to all area children through age 18. The school generally follows the National School Lunch and School Breakfast Program regulations. There is a short amendment to the current agreement. The school receives the free rate of reimbursement for meals served to children.

• Trainings start this month – For more information you can visit http://doe.sd.gov/cans/sfsp.asp. Contact Julie McCord at 605-773-3110 if you have not signed up. Attendance at an administrative workshop is required for new sponsors and new administrative personnel and no sponsor is allowed to operate unless they have attended one. Those attending should be the person who works directly with the administration of the program. This is essential for the success of the program.

• NSLP – Seamless Summer Live Meeting call on March 8, 2011, from 2:30 – 4:30 CT / 1:30 – 3:30 MT.

• Prior successful sponsor with continuing personnel for Summer Food Service Program SFSP Live Meeting call on March 9, 2011, from 3-5 CT / 2-4 MT

• New sponsors, new administrative staff, or major deficiencies were identified in the operation of the 2010 SFSP; a representative must attend the Administrative workshop in Pierre, on Wednesday, March 23, 2011. The full-day workshop will be held at the MacKay Building (former State Library) in Pierre. If you have any questions please call (605) 773-3413. The workshop is scheduled for 8:30 am to 4:30 pm Central time.

• Operational workshops are for training the personnel responsible for meal preparation and service, sanitation, meal supervision, and the meal counts. While attendance is not mandatory, sponsors are strongly encouraged to have their personnel selected so that they can attend one of these workshops. If personnel do not attend state agency conducted operational workshops, all training will be the responsibility of the sponsor.

• These Operational workshops will be held in May. The dates, locations, etc., will be announced at the administrative workshop or Live Meeting call, sign up on response card for location you desire.

All applications are due to Child and Adult Nutrition Services by April 8, 2011. Agreements must be approved and training of operational staff must take place before the SFSP begins. Claims for reimbursement will not be processed until Child and Adult Nutrition Services has received documentation of training for site personnel.

Summer Nutrition Class - For Renewal Credit or CEU’s

SDSU Health and Nutritional Sciences Department
Special Topics: Nutrition for Teachers & Food service

South Dakota State University distance education will offer a three credit course in nutrition basics for teachers, foodservice staff, administrators, after school program staff, and others who teach nutrition. This is a basic human nutrition class that covers topics of the food groups, how to eat healthy, food safety and labeling, and nutrition for different life stages. Participants will study recommendations for the food groups, current trends in eating patterns, government regulations that apply to foods, and how nutritional status and needs change during different life events. There will be opportunities to apply learning in class.

Cost of the course is $120 for graduate or undergraduate credit or $5 for 16 Continuing Educations Units. The course begins online May 31, 2011 and can be completed within one month; however, it will remain open for completion until August 5, 2011 to accommodate summer schedules. A computer with internet connection is required.

Registration will open March 24 through the Distance Education website. A syllabus and an informational flyer is available to download from the S.D. Team Nutrition web page.

Joint Memo: All Child Nutrition Programs

SP 19-2011, CACFP 09-2011, SFSP 06- 2011: Child Nutrition Reauthorization 2010: Privacy Protection and the Use of Social Security Numbers in Child Nutrition Programs. This memo amends statutory requirements for collection of Social Security Numbers. Only the last four digits of the Social Security Number needs to be collected on applications, and the requirement for collecting SSN as part of verification is removed.

SP_18 – 2011: Procurement Geographic Preference Q&As - The purpose of this memorandum is to provide Q&As on the application of the geographic preference option in procurement of unprocessed locally grown or locally raised agricultural products.

Participants will receive the Using Literature to Teach Health Teacher's Guide and $250 towards the purchase of recommended book selections in this K-12 teacher guide. In addition, Coordinated School Health will cover travel expenses (to include meals, mileage, lodging and substitute teacher fees) for all participants.
