The school nutrition programs are dealing with change on many fronts. We appreciate your work to take the winding paths of becoming educated and making the changes on the way to overcoming the mountain called change.
Food Distribution orders will be moving to a computerized system. The software company, Colyar Consulting Group, is going through system testing with the Bureau Information and Telecommunications. Once that is finished, CANS staff will complete User Acceptance Testing. That will be followed by regional training sessions on how to use the new system. As Mark noted in the newsletter with commodity orders, we hope that will occur in September. You will receive at least a one-week notice of when the training will occur in your area.
Direct Certification of children who are eligible for SNAP and TANF has changed from a paper-based method to an electronic system. While it has had its challenges, many are finding positive results in the number of families who are eligible for free meals.
New menu planning is well underway and school food service personnel are now making plans to submit menus for certification. See other articles in the Bulletin for additional information.
The Child & Adult Care Food Program will also be undergoing changes in the future. We expect the proposed new meal pattern to be announced in the next couple of months. No firm announcement date has been made.
Additional changes will be coming in the next couple of years as we bring the agreement and claim process on line with the computer system.
Summer Food Service Program has wound up and the result is that many children in needy areas were given the opportunity to receive healthy meals. The number of meals served will not be available for another month.

Order blanks were sent out on the 28th of August. This was a change that we are hoping will help schools to return their orders earlier.
• Place your order prior to NOON on September 10, 2012, for assured delivery.
• The first week of delivery will be the week of October 1, 2012.
The new software will be a web based program that will allow schools to see more information about their entitlement, orders, and access specific fact sheets as they are ordering products.
** Software Update** we are hoping that we will start training with area schools starting in September.
• Trainings will start with a 3 or 4 hour course (dependent on your computer skills)
• Trainings are directed toward the person doing the ordering and the person who approves your orders.
• Trainings will be within your region; you will be sent a survey, at the minimum of 1 week prior, to choose where you would like to attend.
• Dates will be determined.
• Class Size will be limited to 20 students.
Current policies and procedures for Food Distribution will be changing and you will want to watch your email for notifications. We will be notifying schools of trainings and system updates via email. If you are not the person who will be ordering or entering orders for your school please share notifications with that contact or notify our office who should be receiving this email notice.
In the coming weeks, ten to fifteen area training sessions will be available for schools to attend throughout the state. The first week of trainings will have four sessions starting in the week one delivery area. Locations are being finalize.

Changes to National School Lunch Program
The new meal patterns for National School Lunch Program were effective July 1, 2012. We want to ensure that all children in our state are healthy because their health affects their ability to learn.
The federal food programs help schools provide nutritious meals at a reasonable price. The obesity rate in children as well as adults is climbing at an alarming rate. The new meal pattern reflects the Dietary Guidelines for Americans.
US Department of Agriculture has started a new website about the meal pattern
. On the right side of this page are various “Join the Conversation” options.
The food program at school does not cause nor cure the problem of childhood obesity. It involves food consumed at home and outside of home and school as well as the physical activity level. The school and community need to work together with the school food service personnel to help them implement the new changes.

Certification of Compliance with Meal Pattern Requirements
aka “The Six-Cent Rule”
FNS published an interim rule entitled Certification of Compliance with Meal Pattern Requirements for the NSLP, April 27, 2012. This interim rule establishes the requirements for the certification of School Food Authorities (SFA) for an additional 6 cents per lunch reimbursement.
1. USDA expects compliance with the meal pattern requirements and nutrient standards. There is no opting out by foregoing the six-cent increase.
2. Certification of menus is dependent on the rules in place for both breakfast and lunch at the time of certification. Certification must include both breakfast and lunch if SFA offers breakfast.
3. All schools within the SFA must be in compliance with the meal pattern requirements for the SFA to become certified. This means that if one school is not certified with the new meal pattern, the whole SFA will be denied the additional 6-cent reimbursement until all of the menus are in compliance.
4. It is the SFA’s choice of when to apply. A process to validate menus will include an onsite review for at least 25% of schools approved for the certification. These replace CRE reviews for the ’12-13 school year. Validation is not required prior to payment of the six cents.
5. Payment for the six-cent increase can be retroactive to period of certification. If your October menus are certified in December, you will receive the extra six-cent reimbursement for October and November. If menus are certified in March for menus served beginning in February, the reimbursement would only go back to the beginning of February.
6. There will be 3 options to certify menus. Schools that have received the HealthierUS School Challenge award must go through the certification process.
a. The school may submit one week of menus, a detailed menu worksheet for each grade group, attestation statement, and the USDA simplified nutrient assessment found on the USDA website. OR
b. The school may submit one week of menus, a menu worksheet for each grade group, attestation statement and a menu analysis using a USDA-approved nutrient analysis software program. Approved software programs are listed on the USDA website
c. An assisted state certification is allowed by regulation but is not being used in South Dakota at this time.
7. The materials developed by USDA’s Food and Nutrition Service will be utilized in South Dakota. We will not develop separate analysis tools. The tools can be accessed at memo 34-2012
Note that there is a certification worksheet and menu worksheets for each grade group and meal type. Schools will not complete each of the worksheets on the list in the memo. Schools will select the appropriate worksheets to complete according to their grade groups, and meal type.
CANS staff and contractors will provide a series of workshops on menu certification in October. If you are serving menus that meet requirements as of October 1, you can either wait to submit documentation at that time or, if you are interested in sending menus and documentation now, please follow these steps. If those menus are certified, the SFA will receive payment retroactive to October 1.

“The School Day Just Got Healthier!”
Toolkit Resources and Webinars
It is an exciting time in school meals, thanks to The Healthy Hunger Free Kids Act! With any new federal regulations, comes the need for support and resources on how to implement changes.
The United States Department of Agriculture has come out with the “The School Day Just Got Healthier Toolkit” to help direct people to the most relevant and valuable tools and resources. This collection of resources is separated by audience. School administrators, school staff, parents, and students all play important and unique roles within the changes to the school food environment.
The toolkit is separated to help direct individuals to the most relevant and valuable tools and resources created just for their specific role. Many different tools are included such as brochures, fact sheets, FAQs, fliers, school lessons, templates and much more. The ultimate goal of the USDA’s “The School Day just got Healthier” is to help prepare everyone for the changes to school meals this school year.

Direct certification (DC) is the process where schools/agencies certify students who are members of households receiving assistance under SNAP (formerly food stamps), TANF, or FDPIR as eligible for free meals, without further application, based on information provided by the state or local agency administering those programs. Students who are from migrant families, or who are homeless or runaway are also directly certified as eligible for free meals if you have signed and dated documentation.
Beginning SY 2012-13, it is mandatory that direct certification with SNAP must use a data matching technique between the SNAP office and the school/agency.
What is the DC list?
This list contains all the school-aged children in the state of South Dakota who are listed on a SNAP or TANF case that would have normally been sent a letter. Any enrolled student that you find on this list is considered directly certified for free meal benefits in National School Lunch Program and School Breakfast Program.
The list you receive contains the following information: student first and last name, middle initial, date of birth, last four of the social security number, county, DSS program, gender, case number, and zip code.
At this time parent (or guardian) first and last name, and address are not included in the list. CANS has requested this information to be included in the August DSS data. This list contained direct certification data up to July 1, 2012. Families enrolling in SNAP or TANF after July 1, 2012 are not included in this list.
What do you do with students on the list?
Your school/agency must notify the families of free meal benefits by using Attachment D – Notification of Direct Certification or a notification letter that contains similar language. This notification allows for two things to happen. First, the family is instructed to contact the school to add additional student household members that should also be categorized as directly certified as free. Second, families directly certified as eligible for free meal benefits can, at any time, opt out of those meal benefits or request reduced meal benefits.
What if I already have an application for a student on my DC list?
It is preferred that you use the direct certification eligibility classification if a student is on the DC list. Directly certified students or households are exempt from the verification pool.
If you choose to make a determination based on the information completed on the free and reduced price application – if they have a SNAP/TANF/FDPIR case number that would make the students categorically free. Depending on which verification method used, categorically eligible students can add to the numbers for verification.
How to I categorize DC’s for Verification?
The verification report is changing. USDA has not finalized a standardized report at this time. We do know they are interested in the number of SNAP eligible students that have been given free meals, both as directly certified as free and categorically free on an application. The following definitions are suggested to help ease the workload for the Verification process. File or track each category of student separately:
• Direct Cert – SNAP (no application, based on SNAP information provided by the state or local agency administering those programs)
• Direct Cert – Other programs (no application, based on TANF, FDPIR, migrant, homeless, runaway, Head Start, or foster information provided by a state or local agency administering those programs)
• Categorical – SNAP (free and reduced price application with a SNAP case number)
• Categorical – Other programs (free and reduced price application with a TANF or FDPIR case number, or migrant, homeless, runaway, or foster student indication)
• Income – Free (free and reduced price application with free income determination)
• Income – Reduced (free and reduced price application with reduced income determination)
• Income – Denied (free and reduced price application with over-income determination)
• Incomplete – Denied (free and reduced price application with incomplete application information)
We recognize this list has presented many challenges to many schools. We have collected many constructive comments and thoughts on the process in preparation for sourcing an internet-based system for direct certification in the future. Please feel free to communicate your constructive comments to help aid us in purchasing and installing a software system that fulfills federal requirements and will work with your schools certification system.
The future of DC?
1. The first list is out there as described above.
2. The next list will contain a DSS-DOE match. The direct cert list will be the same DSS information as the list already sent to you, except the DOE match will tack a student ID number and school name (using last school year’s enrollment data) onto each student name.
3. Updated lists from DSS will occur again in August and in September and will be used for the state match.

• Evaluate children’s learning and access additional lessons if desired.
Chefs Move to Schools Mini Grant
($500 Due Sept. 30, 2012)
• Host a chef or professional cook at a school event with parents
• Provide a demonstration on nutritious meals and snacks
• Plan and test recipes for school breakfast or lunch
• Include interactive learning stations from the Family Nutrition Adventure Tool Kit
• Introduce new meal patterns for school lunch to parents and children.
Students Taking Charge
($750, Due Aug. 30, 2012)
• Student leaders assess the nutrition environment and plan improvements

New Eligibility Manual for School Meals Available
Memo SP46-2012 provides an update to the Eligibility Manual used to help determine and verify eligibility for free and reduced price meals in the child nutrition programs. This version replaces the October 2011 version and incorporates clarifications requested by State agencies and FNS regional offices as well as applicable guidance issued since the last revision. In addition, we have re-arranged a few areas in several sections and reformatted some areas. Major changes are highlighted throughout the manual. Any additions added for clarification or areas where there have been any
adjustments have been highlighted.
Two areas are updated and emphasized in this manual. These are complying with requirements related to families with limited English proficiency (LEP) and to preventing overt identification. This manual incorporates the policies and procedures found in guidance issued this year on these areas (see below). The manual serves as a reminder that local educational agencies (LEAs) have a responsibility to assist LEP families as needed and to assure that children eligible for free or reduced price meals are not overtly identified.

New Managers Class Scheduled for Oct. 10-11, 2012
Child and Adult Nutrition Services has scheduled a 1 and a half day training opportunity for new school food service managers. The training is especially helpful for school food service managers who were new either last school year or this school year. The training will take place in Pierre at the MacKay Building, first floor conference room 1. The address of the MacKay Building (formerly the State Library) is 800 Governors Drive, Pierre SD.
to register or call the CANS office to request a fax-back registration form. The class is limited so register early to reserve a seat. Registrations must be received no later than Sept. 17, 2012. A confirmation notice will be sent to each SFA to confirm registration and communicate additional details of the class.
Attendance is strongly recommended. CANS will cover the cost of the instructor, materials, and facility. Your expense will be travel, meals, and lodging if needed. These are legitimate expenses for the food service program. If it is necessary to have a substitute take your place at school that is also a legitimate expense.
What to bring:
• A pen or pencil, notepaper, and calculator
• Sweater or light jacket – meeting rooms can be chilly
• Forms or manuals that you have questions about
• Any recipes, production records, or menu planning worksheets that you would like to ask questions about.
• Your questions!
The “New Managers” class will run from 9:30 a.m. – 5 p.m. CDT Wed., Oct. 10, 2012 with an one hour lunch break, and continue on Thurs. Oct. 11, 2012, from 8 a.m. to Noon CDT. Arlene Chamberlain, MPH, LN, and Lori Woehl, food service director from Menno School District, will be the instructors. This is the same class that was taught at the state conference in Aberdeen.
General topics to be included in the training are new meal pattern, crediting grains, production records, menu planning worksheets, reimbursable meals, meal counting and claiming, offer vs serve, portion control, working with vendors, purchasing USDA foods, standardizing recipes, calculating component contributions, Food Buying Guide, and food safety.
Notice is further given to individuals with disabilities that this training is being held in a physically accessible place. Accessible parking is also available. Please notify the Department of Education, Child and Adult Nutrition Services two weeks prior to the training if you have special needs for which this agency will need to make arrangements. Call about requests for alternative formats and/or interpreters: Disk, Braille, Large Print, Interpreter, or Other (please specify). CANS Welcomes Rob Ingalls
I am Rob Ingalls. I was raised in Sioux Falls, SD, and attended The University of South Dakota in Vermillion, SD. I have a degree in K-12 Physical Education/Health and Psychology education certfied.
I have four years of teaching experience between Tea Area and Stanley County. In 2009, I was named South Dakota’s Elementary PE/Health Teacher of the Year, by South Dakota Alliance of Health, Physical Education, Recreation, and Dance (SDAHPERD).
When I am not working, I enjoy spending time with friends and family, watching sports, and running.
With the South Dakota Department of Education, I will be the new Fresh Fruit and Vegetable Program Coordinator with Child and Adult Nutrition Services. I am very excited for the opportunity to have a direct hand in South Dakota Wellness, and look forward to meeting you all!

Fuel Up to Play 60 Grant Funds Available
Fuel Up to Play 60 is a program founded by the National Dairy Council and National Football League, in collaboration with the USDA, that empowers students to take charge in making small, everyday changes at school. Fuel Up to Play 60 has issued a call for applications for grant funds to local schools to receive up to $4,000 to increase:
• student awareness of the importance of healthy eating and increased physical activity;
• student access to and consumption of nutrient-rich foods, including low-fat and fat-free dairy, fruits, vegetables and whole grains;
• student opportunities for and participation in physical activity in school;
• sustainable changes in making schools a healthier place.
These funds can be used to expand existing initiatives in a school or to roll out a new program. Schools must participate in the National School Lunch Program and be enrolled in Fuel Up to Play 60 to apply.
Funding application deadlines are due Oct. 1, 2012 and Jan. 15, 2013.

Free Training from National Food Service Management Institute
Registration is open for four upcoming training sessions at the National Food Service Management Institute (NFSMI) in Oxford, Mississippi.
Once again, NFSMI is offering training sessions at the Institute in Oxford, Mississippi that will help you make the most of your travel dollars.
COMING IN OCTOBER: Orientation to School Nutrition Management is designed for new and aspiring school nutrition directors. Management topics include School Wellness, Menu Planning/HUSSC, Program Accountability, Procurement, Technology and Information Sys¬tems, Special Needs, Work Place Safety and Emergency Preparedness, Green/Environmental Conservation, Human Resource Management, Marketing and Communication, and Financial Management.
All child nutrition professionals can attend one or all of the NFSMI training sessions offered during the first week of December. Registration and participant materials are free for each session.

HealthierUS School Challenge (HUSSC) Bronze Award Winners
The United States Department of Agriculture (USDA) HealthierUS School Challenge Bronze Award has been awarded to elementary schools in the following four school districts in South Dakota BonHomme, Hill City, Marion, and Wilmot School Districts.
Congratulations to Food service Directors Tammy Stanford, Hill City School District, Tammy Price, Marion School District, and Julie Nelson, Wilmot School District, and Barry Schroeter, Bon Homme School District for spearheading this effort with the support on their superintendents.
These schools are among the 3098 winners nationwide. Each elementary school will receive $500, along with a plaque and banner to display, and are listed on the Team Nutrition website.
The HealthierUS School Challenge (HUSSC) is a national certification initiative available to schools participating in the National School Lunch Program. USDA instituted it to acknowledge schools that create healthier school environments through promotion of good nutrition and physical activity. The four levels of monetary awards are: Bronze ($500); Silver ($1,000); Gold ($1,500); and Gold of Distinction ($2,000).
Each school who qualifies will receive the monetary award depending on the level for which they applied. For example, if you have 4 elementary schools who met the criteria for the Bronze level, then $2000.00 will go into the school food service account for those schools.

Wrap Up Summer Feeding
A big thank you to the schools and private non-profit agencies for promoting the 111 local summer feeding programs in their areas! You have done a great service to your community by informing eligible families of the availability and location of free meals for students when the regular school year was over.
South Dakota had a total of 36 sponsors and 77 feeding sites for Summer Food Service Program – which is an increase of 8 locations and there were 28 schools with 41 feeding sites participating in the NSLP Seamless Summer Option which was a slight decrease. Thank you to all who participated in sponsoring programs and giving of yourself for the communities you work in.

Letter from Under Secretary Concannon
US Department of Agriculture Under Secretary, Kevin Concannon, sent a letter in late June noting the steps that Food and Nutrition Services and Food Distribution Divisions are taking to assist in the changes for school nutrition programs. He asked that the letter be shared with school personnel.

Under Secretary Concannon refers to over 180 food items being available through the food distribution program. Due to the size and local preferences, the SD programs are not able to order all of those products. It is important to respond to annual surveys about the kinds and pack methods of foods so that the CANS staff working with food distribution can order the foods you want and can use.

Don’t Fall for Computer Scams
The opportunities for scams and fraud increase as we do more and more business on line. Your agency participates in one or more federal programs. It would be easy to fall pretty to this particular scam thinking it is a legitimate message. You should work with your local tech coordinator or other knowledgeable and reputable company or person if you believe your computer is infected.
Malware Campaigns Impersonating U.S. Government Agencies (from the US-CERT website
United States Computer Emergency Readiness Team (US-CERT) is aware of multiple malware campaigns impersonating multiple U.S. government agencies, including the United States Cyber Command (USCYBERCOM) and the Federal Bureau of Investigation (FBI). Once installed on a system, the malware displays a screen claiming that a Federal Government agency has identified the user's computer as being associated with one or more crimes. The user is told to pay a fine to regain the use of the computer, usually through prepaid money card services.
