A Note from Sandra
It seems the old saw of “March – in like a lion/out like a lamb” was twisted this year for most of the state to be “in like a lion/out like a lion!” Thankfully, Mother Nature did not pull any more pranks as April 1 dawned bright and clear.
We know that agencies, especially schools, are working hard to adapt to the changes and we appreciate those efforts. Summer Food Service has seen a number of policy changes but their changes generally do not have as much of a sweeping impact on how business is done.
Progress continues on the computer projects. Looks like training for the iMATCH (direct certification) will be in May. Training dates for iCAN (agreements and claims) have not been established yet. In both cases, a variety of learning methods will be utilized.
Program reviews are winding up in all programs. When visiting an agency that had not been told that there would be a review a while ago, the response when I was introduced was “You’ll see us how we live. We try to do it right every day!” We appreciate all the agencies who strive for this excellence in policy and procedures. I know it isn’t always easy. Thank you for your consideration and cooperation when reviewers are on site from our office and the Department of Public Safety.
‘Tis the season for surveys. We do try to keep them short when we can. As this is written, surveys went to school food service directors to be shared with others as needed for desired USDA foods to order for next year and procurement. A needs assessment survey will come out probably the second week of April about the Team Nutrition & Training Grant. An evaluation survey will be sent to schools on the new Administrative Review process. Thank you for sharing your thoughts and opinions.

Healthy Hunger-Free Kids Act (HHFKA) - Waivers
You may have heard some discussion about waivers for competitive foods and the updated School Breakfast Program meal pattern.
Congress wrote to USDA instructing them to establish a process for States to grant waivers for the 2014-2015 school year to Local Education Agencies unable to operate their program without incurring increased costs to comply with the Smart Snacks interim final rule, and/or comply with the new nutrition standards for the School Breakfast Program. USDA Secretary Vilsack replied that, based on consultation with the USDA FNS Office of General Counsel, it has been determined that USDA is prohibited by Federal law from waiving these regulations and is also prohibited from authorizing State agencies to do so. Meal Pattern Requirements refresher
Questions still come in to the office about the Fruit and Vegetable requirements. We appreciate it when folks double check. Terms that might seem interchangeable to some folks have very specific meanings to those of us involved in food service up to our elbows.
The fruit and vegetable serving requirements that are to be offered as part of the National School Lunch Program are based on cups or fraction of a cup. They have not changed since the new meal pattern was introduced. The serving sizes vary by age group, and vegetables do have subgroups. These are the current requirements:
Two changes did occur after the regulations were released. The first was in relation to offer versus serve. All children’s meals that are claimed for reimbursement must have at least ½ cup of fruit and/or vegetable on the tray. The original requirement was changed to allow it to be from two sources rather than only one source.
The second removed the requirement that frozen fruit be unsweetened. After a couple of extensions through policy, revised regulations released January 3, 2014 made permanent the allowance to serve frozen fruit with added sugar in the NSLP and SBP.

It is the time of year when folks are putting out bids and making plans for food purchases for the next year. A single site for USDA Procurement Regulations can be found at http://www.fns.usda.gov/farmtoschool/usda-procurement-regulations
It is important to use competitive practices when purchasing all items in all programs. Do you remember hearing with disgust about extremely expensive hammers and toilet seats that various federal agencies have purchased? It would be easy to fall into that same trap, though not on the same scale, if you do not compare prices and make sure you have good purchasing policies and procedures. No matter what you are buying, there should be methods of price comparison and, in some cases, formal bids.
When using nonprofit food service account funds, School Food Authorities (SFAs) must follow their own State and local rules except where those rules are inconsistent (less restrictive) with the federal requirements.
In those cases, the SFA must substitute and follow the more restrictive federal requirements at 7 CFR 3016 and 3019.
When procuring goods and services for the school meal programs, an SFA must determine whether they will use an informal or formal method of procurement. It is important for SFAs to understand and then identify which method best meets the needs of their food service operation.
The procurement methods are designed to provide free and open competition and ensure that Federal funds—when used to purchase products or services—result in the best and most responsive product at the lowest possible price.

When purchasing foods with federal funds, school food authorities (SFAs) must purchase domestically grown and processed foods, to the maximum extent practicable. Purchases made with funds from the nonprofit school food service account comply with the Buy American provision in accordance with the Buy American provision must still follow the applicable procurement rules calling for free and open competition (SP20-2006). Concern has been raised that there may not be adequate quantities of our staple canned fruit products for the coming year. According to the USDA memo, two exceptions, while rare, may warrant a waiver to permit purchases of foreign food products are: 1) the product is not produced or manufactured in the U.S. in sufficient and reasonable available quantities of a satisfactory quality; or 2) competitive bids reveal the costs of a U.S. product are significantly higher than the foreign product. Note that the exception is the result of a competitive bid, not just word of mouth. It may also be worthwhile to check out alternate products that can be used. There are not fruit sub-group requirements like there are for vegetables. As an example, if you usually offer peaches, can you substitute applesauce that will fit into the menu plan? Work with your supplier to think about alternatives and their cost to help you think about what to put on your bid.

USDA’s Whole Grain Resource Manual
One of the requirements in school nutrition programs for 2014-15 is that all grains must be whole-grain rich. USDA recently released a resource that provides an in-depth look at the whole grain-rich criteria for school meals. It updates and expands the previous whole grain resource from the HealthierUS School Challenge Application Kit, which now applies to all school meal programs. It includes exercises on identifying products that meet the whole grain-rich criteria and calculation examples. It is expected that a webinar will also be posted to the USDA site in the near future. The 2014-15 Annual Survey is open on iCAN. You will need to review Chapter 4 – Filling out the Annual Survey. You will also want to make sure that you are in School Year 2014-15 looking for survey 105.
**Please READ carefully**
This survey will include:
1. Your DoD Fresh entitlement request (one line). Enter the dollar amount you would like set aside of your entitlement. Material code - (DoDEnt).
2. Your NOI Bulk items (further processing and procurement required)
3. Your Direct ship items (sent from Nordica).
4. Processed items the State Agency has done the procurement for. All processed items through iCAN start with 300.
Products may not be in any specific order so be sure to read the description for each item you choose.
The survey will close April 8, 2014 at midnight.

If you are intending to use your Fresh Fruits And Vegetables Order Receipt System (FFAVORS WEB) entitlement please do so by April 11 or report to Mark (firstname.lastname@example.org
) the balance you intend to use before school release. Any remaining balance on April 14th will be wiped back into the State account and either redistributed to other schools or will be lost.
You can review chapter 10 of your iCAN Manual to see how to print reports for your activity for the prior year. Your FFAVORS usage can be found on the FFAVORS website
iCAN Over, Shortage and Damage (OSD) Reporting:
We have made a change in the requirement to submit your OSD reporting. The requirement to submit electronically the OSD report will be removed for only those deliveries that are delivered as you had ordered. If you received damaged product, did not receive your requested amount or you received extra product or more quantity of the product than you had ordered, please continue to submit your corrections electronically. As with each delivery you are still required to sign and date your bill of lading with the truck driver. One copy is returned with the driver, the other is for your records. The drivers copy will be returned to the warehouse and the warehouse will submit to our office for payment.
1. If you have an issue with your order please electronically submit the changes to your OSD report within five (5) days of delivery.
2. If your order was received correctly and in good condition – Make sure to sign and date your Bill of Lading with your driver.
3. Keep the bill of lading copy for your records.
To be included in the 2014 – 15 net off invoicing (NOI) program the following items will need to be received on or before May 23, 2014:
1. a copy of your bid,
2. your FINAL pounds and
3. award winning distributor information
The process does take some time to complete. Please plan ahead.
Summer USDA Food protection:
Summer is a time when school is out and most kitchens are vacated. If yours is one of them here are some time and possible money saving tips.
• Reduce the amount of product you will be carrying over the summer, whether in the store room, the cooler or the freezer.
•Make sure your policies and procedures are in place and followed to prevent refrigeration or freezer losses.
- Each summer schools loose product due to electrical and mechanical problems.
- Policies should include someone checking your walk-in coolers and freezers after every thunderstorm.
•Replacing the lost foods is more costly than you want to endure in addition to the mess of cleaning it all up.
Check your dry storage, refrigeration, and freezer temperatures daily during times of absence to avoid preventable spoilage. If you have a compressor motor go out overnight you may be able to move product to another freezer or repair the compressor without loss of the product. If temperatures are only checked weekly the possibility of preventing the loss is unavoidable. If you have a freezer malfunction during times when school is not in session you are still responsible for the loss as stated in CFR Title 7 part § 250.13 Distribution and control of donated foods. (e) Improper distribution, loss of or damage to donated foods. (1) If a distributing agency improperly distributes or uses any donated foods or causes loss of or damage to a donated food through its failure to provide proper storage, care or handling, the provisions set forth in §250.15(c) shall apply. (2) In instances when it is determined by a distributing agency that a claim exists against a sub-distributing agency, recipient agency, warehouse, carrier, processor or other person, the distributing agency shall pursue claims in accordance with §250.15(c).

Upcoming School Wellness Policy Survey
Researchers at South Dakota State University (SDSU) are conducting a study that will help identify methods that assist schools in writing effective school wellness policies that meet federal regulations. School district superintendents will soon receive an email requesting participation in a short online survey and electronic submission of their districts’ current school wellness policy. Participation in this survey will help SDSU and the SD Departments of Health and Education assess the quality of school wellness policies and identify methods that successfully assist schools in their school wellness efforts. Participation is voluntary but districts that opt to participate will be entered into a drawing to win one of three physical activity or nutrition education packages valued at $500. Participation in the study is greatly appreciated.

The Two Bite Club
with the CACFP
Printed copies of The Two Bite Club are now available to order from Team Nutrition in English and Spanish. This educational storybook introduces MyPlate to young children. Parents or caregivers read the book to children and encourage them to try foods from each food group by eating just two bites, just like the characters in the story. The back of the book contains a MyPlate coloring page, a blank certificate for the Two Bite Club, fun activity pages for kids, and Tips for Growing Healthy Eaters.

CACFP Training for 2014
Melissa Halling sent an email on February 18, 2014 to every agency that is currently participating in the Child and Adult Care Food Program (CACFP). This email alerted CACFP agencies that CACFP training for 2014 will change significantly than what has been offered or the past decade.
It has been decided that for this year only we will not be able to offer the CACFP Basic and CACFP Plus! trainings around the state as we have in the past. We hope to provide many training opportunities by way of webinars. The webinars will cover all of the required CACFP training topics. The details of those webinar sessions have not been worked out. Additional information about CACFP training will be provided by Melissa Halling as soon as the specifics are known.
For anyone wanting to get their CACFP training completed now rather than the wait and find out what training will be offered, agencies are more than welcome to use the CACFP webinars that are currently on our website at http://www.doe.sd.gov/cans/cacfp.aspx#training

School Food Authorities Assist in Advertising
The Summer Food Service Program and the NSLP Seamless Summer Option are due to the South Dakota Department of Education Child and Adult Nutrition Services by April 8, 2014.
School Food Authorities are required to advertise to all families if a Summer Food Service Program is being held in their area regardless if the school is sponsoring the program or another local agency. The sponsor should be in contact with the school to give information on their school communication software, website, or in any other means the school uses to give the information to families that may qualify or take part in the summer feeding program. School Nutrition Employee Appreciation Certificates
Certificates of appreciation are available from Child and Adult Nutrition Services for long-term employees to be honored or those that are retiring. Certificates can be requested at 10 years and at 5-year intervals after that (15 years, 20 years, etc.) Certificates for retirees can be requested at any time. You can request a certificate of appreciation for the employee by providing the name, years of service, and school/agency where they are employed. You can include years of food service at other schools or agencies, also. Be sure to note who the request should be sent back to and if you need it by a certain date such as for a retirement party.
Written requests should be submitted so we are sure the spelling is correct. Submit the request to CANS by April 16 to the attention of Shar; by email to email@example.com

School Grants for Healthy Kids Change Schools and Improve Students’ Lives
Action for Health Kids (AFHK) organization is offering various grants. South Dakota schools can apply for School breakfast program pilot and/or expansion. Apply online
before the May 2 deadline so your school can be transformed and your students can benefit. Grants from Action for Healthy Kids will range from $500 to $5,000. The funding is designed to help schools create or expand school breakfast programs, pilot universal breakfast programs or enhance their physical activity programs.
An archived session of an informational webinar
to learn more about the grants and get tips for applying will be available.
In addition to the funding, courtesy of AFHK’s partners CSX Transportation, Kellogg Company, Kellogg Company Fund (and more), AFHK will provide grant recipients with programs, school breakfast and physical activity expertise and support to engage volunteers, as well as management expertise and support to develop strong alternative and universal breakfast or physical activity programs.
Grants will be available in select states
. Award amounts will be based on building enrollment, project type, potential impact, and a school’s ability to mobilize parents and students around school wellness initiatives. Remember, applications
must be filed by May 2, 2014. The deadline will not be extended.
