Subject: South Dakota Innovative Lab Schools

Background: The Mid-Central Educational Cooperative has partnered with the SD Department of Education, Sanford Research Laboratory, the PAST Foundation, and four area schools to create and educational delivery system that embraces the benefits of low student population while at the same time incorporates basic STEM curriculum through the practice of Problem Based Learning. We refer to it as a student centered, standards based delivery system.

Background: NAEP 2011 results for grades 4 and 8 were released on Nov.1, 2011. All South Dakota public schools with 8th graders were part of the sample and 2/3’s of the schools with 4th graders were sampled.

Subject: South Dakota Positive Behavior Interventions and Supports (PBIS) Initiative
Positive Behavioral Interventions and Support webpage
Year one data report

Background: Improving student academic and behavior outcomes is about ensuring all students have access to the most effective and accurately implemented instructional and behavioral practices and interventions possible. PBIS provides an operational framework for achieving these outcomes. More importantly, PBIS is NOT a curriculum, intervention, or practice, but IS a decision making framework that guides selection, integration, and implementation of the best evidence-based academic and behavioral practices for improving important academic and behavior outcomes for all students.

Recommended Action: The state PBIS leadership team would appreciate all feedback and recommendations from the Board members in making improvements to the initiatives and success for students in South Dakota.

SDRTI Implementation Guide (2007 Edition)

Background: According to the National Association of State Directors of Special Education (NASDSE), Response to Intervention (RtI) is the practice of providing high-quality instruction matched to student needs and using learning rate over time and level of performance to make important educational decisions. The South Dakota Department of Education is entering into the fourth year of working with public districts in the implementation of a Response to Intervention process. A yearly report is compiled and analyzed to determine the effectiveness of the initiative. Findings from this report are utilized by the state RtI leadership team to make annual improvements in providing technical assistance to schools participating in the pilot project and schools wishing to begin implementation.

Recommended Action: The state RTI leadership team would appreciate all feedback and recommendations from the Board members in making improvements to the initiatives and success for students in South Dakota.

Subject: ACCESS Test Exit Criteria

Background: The SD NCLB Accountability workbook required us to have the exit scores for the ELP assessment looked at by a panel of teachers and ELL experts in our state to determine if the exit scores were acceptable.

Recommended Action: We would like to have the new recommended exit scores accepted for us to use in the 2012-13 school year.

Subject: SD BOE Approval for Continuation of BHSU Teacher Ed Unit and Program

Background: Within a 7 year period, each institution of higher education in South Dakota that offers a teacher education preparatory program must have a review completed of their educational unit and programs to determine if they meet required standards. During the 10-11 school year, the educational unit and program reviews were completed at Black Hills State University. It was determined that Black Hills State University meets the unit and program requirements.

Recommended Action: Recommend that the SD State Board of Education grant continuing approval of the education unit and program to Black Hills State University.

Subject: SD State Board of Education approval for continuation of the Dakota Wesleyan University teacher education unit and program.

Background: Within a 7 year period, each institution of higher education in South Dakota that offers a teacher education preparatory program must have a review completed of their educational unit and programs to determine if they meet required standards. During the 11-12 school year, the educational unit and program reviews were completed at Dakota Wesleyan University. It was determined that Dakota Wesleyan University meets the unit and program requirements.

Recommended Action: Recommend that the SD State Board of Education grant continuing

Subject: Workforce Development and SDMyLife Magazine (3rd Edition)


Background: With a state-wide focus on workforce development that meets South Dakota’s needs, we have plans in place to strengthen and support workforce development efforts in our middle and high schools. One mechanism to share messages around workforce development and South Dakota opportunities is through the SDMyLife Magazine (3rd edition) that will be available to schools later this year

Agenda Item 17.0 -Tiffany Sanderson DOE

Subject: Service Learning Framework/Standards


Background: Service Learning was added as an option for South Dakota’s Graduation Requirements during the 2009 revision process.

As the implementation timeline reads for the graduation requirements, schools can choose to offer Service Learning as part of a slate of options for students graduating in 2014 and beyond. Beginning in school year 2013-14, schools must offer a Capstone Experience (Senior Experience, Youth Internship or Entrepreneurship Experience) OR Service Learning. Not all of the options have to be offered, though a school could choose to offer them all. Schools may offer Service Learning prior to school year 2013-14.

Recommended Action: We are seeking approval of the Framework during the November meeting before releasing the information to schools.
