The biggest news of all is that the new meal patterns are to be announced during the last week of January. You may have already seen them by the time you read this. We are all looking forward to this so that we can figure out where we need to go by looking at where we are now and what changes need to be made to implement next year. Stay tuned! There will be webinars, conference calls, and workshops to help folks understand the changes and implications.
Progress continues on the electronic direct certification grant. Again, workshops, webinars, and conference calls will provide information on how to operate the system that is chosen to obtain the lists of children who are directly certified earlier in the year.
The system to manage food distribution, agreements, claims, and reviews is also in progress, though the food distribution piece is the one that is scheduled to be completed first.
We are all dealing with changes and need to keep in mind how we react to those changes as well as how those around us react. Recognize that on some days, folks look forward to it and some days we resist it – and we could be talking about the same change. Sometimes the change is something we want – and we still resist it occasionally. It changes our way of thinking, our way of looking at what we do. Hang in there – be the support for one another.

The CACFP Basic workshops are designed for new staff that need to be trained in the basics of the CACFP. The basics class is limited to 25 participants per class.
The CACFP Plus! workshops are designed for veteran staff that have a solid understanding of Program requirements. The Plus! class is limited by the size of the training rooms in each location. Please notice that we are offering two sessions of the CACFP Plus! workshop in Sioux Falls. Each session will be identical. The size of our Sioux Falls group was simply becoming too large for effective training.

Many children received free and reduced-price breakfast and lunch through the National School Breakfast and National School Lunch Programs during the school year. Lack of nutrition during the summer months may set a cycle of poor performance in school and obesity. The Summer Food Service Program (SFSP) and the NSLP-Seamless Summer Option (NSLP-SSO) are designed to fill that nutrition gap and make sure children can get the nutritious meals they need. This is to invite you to contribute to the health and well-being of the needy children in your area by sponsoring a summer feeding program again this year. Information regarding rates, income guidelines, etc. is included in the 2012 SFSP brochure http://doe.sd.gov/cans/documents/SFSPrates.pdf
. The income guidelines are, as always, the same as the reduced price guidelines in the National School Lunch Program or Child and Adult Care Food Program. That is, any child that is eligible for a free or reduced price lunch in those programs is eligible for free meals in the SFSP or NSLP-SSO. Applications for meal benefits will be similar to the school applications in order to avoid confusion but, those needing them in SFSP must use the new forms in the application Part 8 Attachments. You know from your experience as a sponsoring agency that the summer nutrition programs can provide meals for children in a rewarding way.

SUMMER FOOD SERVICE PROGRAM (SFSP)
If you are a prior successful sponsor with SFSP administrative staff (office staff completing applications, claims, etc.) must have annual training and no sponsor is allowed to operate unless they have received training.
Attendance at an administrative all day workshop is required for new sponsors and new administrative personnel and no sponsor is allowed to operate unless they have attended one. The person(s), who attends should be the person who works directly with administrating the program. This is essential for the success of the program.
If you are a prior successful sponsor with continuing personnel for SFSP, you are allowed to take part in the SFSP Live Meeting webinar on March 14, 2012, from 3-5 CT / 2-4 MT. Administrative staff of prior successful sponsors may attend the workshop, but preference will be given to new sponsors and administrative staff. If your administrative staff has changed, or major deficiencies were identified in the operation of the 2011 SFSP, a representative must attend the SFSP Administrative workshop in Pierre, on Thursday, March 29, 2012. USDA has made changes designed to reduce paperwork and other administrative burdens and to streamline requirements for experienced SFSP and CACFP sponsors.
Experienced schools and agencies sponsoring SFSP or CACFP may provide summer meals through the Summer Food Service Program.
The USDA implemented changes to policies simplifying application procedures for those on SFSP in 2011 and successful CACFP sponsors allowing them to apply using the renewal forms found at http://doe.sd.gov/cans/sfsp.asp

The sponsors that participate in this manner operate primarily under National School Lunch and School Breakfast Programs. The agreement is very short but the reimbursement rate is the same as the free SBP and NSLP rates. Please contact me if your agency is a school and you wish to serve meals using this option.

NSLP – Extension (If only serving summer school students) or Special Milk Program
If you are a school only looking to extend the meal service to students attending summer school you will need to do an NSLP extension and will need to contact Cheriee Watterson at (605) 773-3610 or Cheriee.Watterson@state.sd.us. If you have a site you wish to only provide milk for and no other meal service, contact Cheriee for Special Milk Program.
APPLICATIONS AND RENEWAL AGREEMENTS
All agreements renewal or new SFSP and NSLP Seamless Summer are due to Child and Adult Nutrition Services by April 6, 2012.The 2012 SFSP applications for new and renewing agencies and 2012 NSLP Seamless Summer Option application forms are available at the CANS Summer Feeding website http://doe.sd.gov/cans/sfsp.asp
. Check the forms for the SFSP Reimbursement rate, they will reflect the 2011 rates until the 2012 SFSP rates become available and then they will be updated – they were not available at the time this was submitted to the CANS Bulletin.
NSLP-SSO agreements must be approved before the summer feeding begins. Summer Food Service Program also requires training of administrative and operational staff must take place before summer feeding programs begin. Claims for reimbursement will not be processed until Child and Adult Nutrition Services has received documentation of training for site personnel for SFSP.

Funding for healthy snacks for your elementary school—Applications due on March 26, 2012
Elementary schools who have 50% or more of its students eligible for free/reduced price meals are eligible to apply for participation in the Fresh Fruit and Vegetable Program (FFVP) for school year 2012-2013. The Fresh Fruit and Vegetable Program provides fresh fruit and vegetable snacks to children throughout the school day—but outside normal meal service periods.

The application will be available at that site after February 21, 2012 for schools to access for completion. Nutrition Standards for School Lunch and Breakfast
We have had time to adjust to the reality that meal patterns will be changing. Take a breath – they are doable! The number of changes needed will vary from one agency to another based on what changes have already been made.
The final rule has been published in the Federal Register. You can find it and other information at http://www.fns.usda.gov/cnd/Governance/Legislation/nutritionstandards.htm
. Child & Adult Nutrition Services will be providing full copies of the regulation and related charts. In the meantime, there are some helpful technical assistance and guidance materials available that are 1 and 2 pages long – they are a “smaller bite” and are excellent documents to start with to consider the changes. The timeline is especially interesting as you can see the phased-in approach. The Policy memo is currently about 10 pages long. USDA will add more Q&A either by revising this memo or by providing additional policy memos.
Some highlights of the final regulation:
• Most lunch requirements go into effect with the SY12-13.
• Serving sizes differ from the proposed regulation for some items.
• Offer vs. serve requires students to take a fruit or vegetable but they are allowing students to select a smaller portion size (1/2 cup).
• The vegetable groupings added red vegetables to the orange group.
• Starchy vegetables are allowed.
• Whole grain rich products are to comprise half of the grain offerings starting with SY 12-13.
• In SY14-15, all grains are to be whole-grain rich.
• Most breakfast changes do not go into effect until later
• The change to nonfat or 1% milk has already occurred.
• The limit on saturated fat did not change.
• Meat is not required at breakfast, but is allowed.
• The serving of fruit for breakfast stays at ˝ cup until the ’14-15 school year when it goes to 1 cup.
• Vegetables may be substituted for fruit under certain conditions.
• Whole grain rich products are to comprise half of the grain offerings in SY13-14 for breakfast.
• In SY 14-15, all grains are to be whole-grain rich.
• The first sodium target is to be reached by SY14-15 for both lunch and breakfast. The second and third targets are further out.
• Menus will be analyzed for calories, saturated fat, trans fat, and sodium over a week’s time during the review process. Reviews will be conducted on a 3-year cycle starting in SY13-14 instead of the current 5-year cycle.
This process for how lunch menus are to be certified as eligible for the extra 6-cent per lunch reimbursement will be announced in March.
Information for how the nutrition standards are to be applied to 4-day and 7-day agencies will be coming in the future.
There is a committee meeting on potential changes to the Child & Adult Care Food Program. There is currently no work in progress to change meal patterns for the Summer Food Service Program.

Education on the Nutrition Standards in South Dakota
Child and Adult Nutrition Services will post a series of webinars on various topics by February 10 on the reauthorization section of our website at http://www.doe.sd.gov/cans/cnr.asp. You can listen to them any time and as many times as you want.
• Conference calls will be held through live meeting to answer questions on the topics. Currently two calls are scheduled. We will try to record those and post them. Failing that, the questions and answers will be written and posted to the same web page. Please view the webinars before the conference calls. You may certainly send in your questions prior to the conference calls so the staff can research them.
• The first will be Tuesday February 21 at 9 a.m. CST/8 a.m. MST. This is the time of the next regularly schedule CANS conference call.
• The second call will be Thursday February 23 at 3 p.m. CST/2 pm MST.
• If additional calls are needed, they will be scheduled and announced.
• We will email information to access the conference calls to food service directors and authorized representatives in South Dakota.
• Additional workshops will also be held and announced. Contact CANS if you are interested in hosting a workshop in your area.
The nutrition standards will be a part of each class at Child Nutrition Institute and will be the focus for one of the tracks. The newsletter announcing Institute track offerings and the registration process was mailed on January 25 and is available at http://www.doe.sd.gov/cans/CNI.asp
There will be other groups that offer workshops and webinars. It is good to listen to those, too, as we hear different thoughts and questions; however, the final interpretation comes from USDA as the governing agency.

National Nutrition Month
National Nutrition Month® is a nutrition education and information campaign created annually in March by the Academy of Nutrition and Dietetics, formerly American Dietetic Association. The campaign focuses attention on the importance of making informed food choices and developing sound eating and physical activity habits. The 2012 National Nutrition Month these is “Get Your Plate in Shape”. This would be a good time to check that everything you serve fits into one of the categories on the plate: protein, fruit, vegetable, grain, or milk. Foods that do not fit into the plate are extra calories most people do not need. Make sure half your plate is fruits and veggies.

USDA FOODS SURVEY
To: Food Service Directors, National School Lunch Program
Some of you may remember that a survey deadline date had been set for January 27, 2012 for USDA Foods. As of January 23, 2012, we have not received notice from United States Department of Agriculture of items available for SY 12-13. NO SURVEY HAS BEEN SENT OUT. Child and Adult Nutrition Services will be working with new software, which will help with tracking entitlement, for the survey. Please use the below information to help you in planning for the survey.
Planning for the survey:
1. Determine your estimated entitlement. ((previous year ADP times number of days served) times Planned Assistance Level (PAL) use .2025)) this will be close to your estimated entitlement.

2. Decide if you would like to participate in the Department of Defense Fresh Fruits and Vegetables Order Receipt System (FFAVORS WEB). If you do, decide how much of your entitlement to set aside for use in this area. You can choose none, all, or some of your entitlement.
3. Decide if you would like entitlement used in net off invoicing. If not, skip to #4.
a. Choose the processor you would like raw pounds set aside to change into processed end products. (side of beef into hamburger patties)
b. Utilize processing calculators on NOI website: http://doe.sd.gov/cans/noi.asp
c. Utilize SY13 List of Materials (found in the documents section of NOI website) for the value estimate of USDA food.

6. Be prepared and plan ahead for a possible short turn around.

Students with Life Threatening Food Allergies
Please see below for a new comprehensive resource on developing school-wide policy for protecting students with life-threatening food allergies. The information on disability laws and regulations, food allergy and anaphylaxis, school personnel/parents/student responsibilities, and comprehensive checklists for policy development are a great resource for getting our schools and districts proactively prepared to ensure safe learning environments for these children.
The National School Boards Association (NSBA) is pleased to announce the release of “Safe at School and Ready to Learn: a Comprehensive Policy Guide for Protecting Students with Life-Threatening Food Allergies.”
This new guide is designed to help school leaders and schools establish comprehensive policies and practices that support the safety, well-being, and academic success of students with life-threatening food allergies. In addition to providing relevant data related to food allergy in schools, the publication focuses on the need for schools to partner with families and healthcare providers in identifying and preparing management plans for students with food allergies. Further, it provides information on following medication protocols; establishing a coordinated system to prevent and respond to food allergy-related emergencies across the school environment; communicating with and educating parents, students, and school personnel; and monitoring and evaluating policies and practices.
The guide also includes a checklist to assess the extent to which the guide’s components are included in a school’s food allergy policies and practices; sample state and local education policies; a glossary of commonly used terms; and a list of resources related to food allergies.

Free and Reduced Application (FR App) Questions re Transfer Students
Answers reference page numbers from the green Eligibility Manual for School Meals.
If a student is new to the school district can the old school send the FR App to the new school?
Answer: Yes, SFAs are allowed to disclose this confidential information to other programs under the National School Lunch Act or Child Nutrition Act with no prior consent from the family. (pg. 65)
Can I accept the FR App determination with no further action?
Answer: No, when the FR App arrives the accepting SFA should review the application for completeness and accuracy to assure the correct level of benefit has been assigned. (pg. 29)
What should I do if I find an error on the FR App?
Answer: The school must notify the family that it must submit a new application with the new school in order to receive benefits.
What if a child transfers from a Provision 2 or 3 school, can I use their eligibility benefit?
Answer: If the Provision school is setting a new base year and has a current application on file - Yes, the SFA can request a copy of the FR App and use that eligibility as long as the application is complete and accurate.
If the Provision school is not setting a new base year – No, the student does not have a current application on file and must submit a new application. (pg. 29)
NFSMI Online Procurement Training Available
USDA's Food and Nutrition Service (FNS) has developed an online web-based procurement training guide to help State agencies administer the school meals programs. This training tool will provide State agencies with a better understanding of how to best perform responsibilities in the area of SFA procurements, and provide more information on the Federal procurement process requirements, particularly the requirement for free and open competition. The overarching goal is to help the State Agencies, as well as the SFAs, understand the responsibilities for following regulations when providing nutritious meals to America's school children.

Team Nutrition- We Can! Success Story
The Miller after School Program, Rustler Roost, recently participated in their community Farm and Home Show. This year there were 60 booths. The event had a wide variety of groups everyone from Tupperware to Master Gardeners. The after school program decided to feature some nutrition activities they learned from We Can! Training last summer.
The students designed a system to challenge the visitors to the booth to increase their nutrition knowledge using ideas from the We Can! Training. Each visitor drew a tag from a vase to see what challenge they would take.
The challenges were:
1. On a sheet of paper with letters of the alphabet list as many fruits and vegetables as they could in one minute
2. MyPlate activity…Create a wise meal by placing food pictures in the appropriate section of the large tag board MyPlate replica
3. With three bowls each containing a snack the challenger had to decide how many of each was one serving
4. Go! Slow! Whoa! Challenge…to the chart challengers had to attach with Velcro each food into the recommended category. Many challengers were surprised by the number that they didn’t get.
5. Using a deck of cards, dice, and CD’s, the challengers had to match food to the appropriate serving size
At the back of the booth they showed a video that told the amount of exercise it would take to wear off the calories in a number of popular foods such as a Big Mac and Fries.
This experience gave the students a chance to make decisions, respect others, problem-solve, develop people skills, and share information they learned with others. It was an opportunity for students to grow healthy in mind, body, and spirit by sharing their knowledge.
