If you saw a heat wave, would you wave back? ~ Steven Wright

There have been a lot of “waves” lately! Thank you for your commitment to the South Dakota program participants by providing healthy meals to keep them going in these heat waves. Promoting consumption of liquids, especially water, is especially helpful. Providing foods that have high water content would help. Cucumbers and watermelon are the first ones that come to mind, and what is better than a South Dakota-grown watermelon? Buying a melon on the way home from the State Fair was always a treat. While at the World’s Fair a number of years ago, we were wearing jackets that said South Dakota on them. A couple stopped us so the woman could ask us a question: “Are those Forestburg melons as good as my husband has been telling me for 25 years?” So – the fame goes far!

Schools are still working to implement the ‘new’ meal pattern requirements. Like many new habits, it is easy to fall away from the new meal pattern you learned in 2012-13. Keep using the menu planning tool, the certification tool, or whatever other tool helps you know you met the program requirements. Breakfast did not have many required changes for 2013-14, but there are several new options that the menu planner can choose to use. Policies for School Lunch and School Breakfast continue to be updated so stay tuned – we will pass along the information when we receive it through emails, the website, and the Nutrition Bulletin.

We continue to expect announcements from USDA regarding continued work on the Healthy Hunger Free Kids Act – especially on the meal pattern for CACFP and education/training standards for school lunch employees and state agency directors.

Civil Rights Training

The State Agency is required to provide training on Civil Rights each year and document that the local agencies received the training. This same requirement then is carried forward for the local agency to provide training to their staff. A webinar will be posted on the CANS website this fall for agency staff to view and document completion. The same webinar can be used to provide training for the local agency staff. Back to Top

Food Allergy Survey Available

The National Education Association Health Information Network (NEA HIN) invites you to tell us what you think about The Food Allergy Book: What School Employees Need to Know, and how you used it. The deadline for completing this survey is Sunday, Sept. 15 at 6 p.m.


The Food Allergy Book was developed by NEA HIN through a cooperative agreement with the U.S. Department of Agriculture (USDA). Shattuck & Associates, an independent evaluation firm, is conducting the survey for NEA HIN. The survey should take less than 10 minutes to complete. Your participation in the survey is voluntary, and any information you provide is confidential. The results of the survey will be used by NEA HIN to improve the creation and dissemination of future materials.

USDA Food Distribution

Our first order on the new iCAN website was successful! Thank you all for attending one of the trainings and following the manual to place your orders. We have had many comments on how easy it was to place an order and how nice it is to see your orders and entitlement. That makes all the background work worth the effort.

Please remember that it is the Agencies responsibility to ensure that valid email addresses are included for your Program; Ordering and Billing Contacts that are listed on iCAN. Instructions to Update your Contract can be found on page 11 of your iCAN Agency Manual. Please take a moment to verify your Contact information.

The anticipated order worksheet that is found on the food distribution portion of the CANS website has been updated with changes to incoming orders. Please check to see the anticipated orders.
For those that were unable to attend an iCAN Training session this summer, we are now offering a training webinar online. The webinar can be found on our CANS webpage.
The iCAN Manual and iCAN Training Handout have been posted as well. We recommend that you have a copy of the iCAN Manual with you while viewing the webinar. Once you have completed the webinar, you will need to complete and submit the iCAN Test. After reviewing the test, the CANS office will assign you a USER ID and temporary PASSWORD.

Electronic Claim Forms Available

Electronic claim forms for NSLP, SBP, SMP, CACFP, SFSP are all available on the CANS webpage.

When you are on the site, click on the program for which you want the claim form. Scroll down to the section box which is Claim Forms for 2013-14. Click on the form, download and save to your file. The claim forms are in Excel Format and will automatically calculate.

First Time Managers Class Scheduled for Oct. 7-8, 2013 in Pierre

Child and Adult Nutrition Services has scheduled a free-of-cost one and a half day training opportunity for new school food service managers. The training is especially helpful for school food service managers who were new either last school year or this school year. The training will take place in Pierre at the MacKay Building, first floor conference room 1. The address of the MacKay Building (formerly the State Library) is 800 Governors Drive, Pierre SD.

Instructors Arlene Chamberlain, MPH, LN, and Julie M. Nelson, food service director from Wilmot School District, will guide you through this is a fast paced class that will cover all program requirement areas of the school lunch and breakfast program. General topics include: meal pattern requirements, crediting components, production records, menu planning worksheets, meal counting and claiming, offer vs serve, portion control, purchasing USDA foods (commodities), standardizing recipes, calculating component contributions, using the Food Buying Guide, and food safety. This is not the same class offered at SNA State Conference in Aberdeen.

Menu Certification

Questions about menu certification and this year come up frequently.

1 – Do CACFP menus have to be certified?
We do not know the answer to that yet as the meal patterns have not been announced yet.

2 – Do School Lunch menus have to be certified each year?
No. Menu certification is a one-time event. (I can see you smiling!). Menus continue to be evaluated during program reviews.

3 – Do School Breakfast menus have to be certified?
Not as a separate activity. Breakfast menus are certified when the lunch menus are certified, according to the requirements that are in effect at that time.

4 – Will schools that have menus certified continue to receive the six-cent performance based reimbursement?
Yes, the payments will continue unless a review finding determines that the meals are not in compliance. No additional work is required on the part of the school at this time. The payments will continue to be a separate transaction, but will occur each month as the claims are filed.

Afterschool Snacks in School

The concern about children not getting enough to eat at school continues to arise. There is an option to provide additional foods through the afterschool snack as a part of the National School Lunch Program.

Schools offering the afterschool snack in an attendance center that has less than 50% or more of the children eligible for free and reduced price meals claims snack at the respective eligibility rates for free (80 cents), reduced (40 cents), and paid (7 cents). Those at an attendance center that has at least 50% of the children eligible claim all snacks at the free rate of 80 cents per reimbursable snack.

An education/enrichment activity must be offered (outside school hours program, tutoring, arts, talks with elders, are some examples). Children do not have to participate in the activity in order to have snack.

     The meal pattern is two food items from different groups.
     Staff must take daily meal counts.
     Production records are required.
     The snack must be offered afterschool.
     The children need to stay on site, not take the snack and leave school.

There are several resources regarding the USDA Afterschool Snack. The lunch requirements have changed to meet the new meal pattern, but the snack requirements have not changed.

If you want to offer snack, an update to the agreement with Child & Adult Nutrition Services is needed. Contact a CANS staff member at 605-773-3413 or by email.

To juice; or not to 100% juice?
How can I tell if juice is creditable in school lunch?

So many times food labels can be tricky in judging whether or not a product is healthy let alone creditable. Food companies can trick you in how the labels are worded and what is in the product. With all of the rules and regulations surrounding school lunch and crediting foods one frequently asked question is, if juice has water listed as the first ingredient is it creditable? The answer is maybe.

The key to answering this question is by reading the product and label carefully. If the first ingredient is 100% juice, it is creditable. If the second ingredient is 100% fruit juice then this may be a creditable item. Look for the words 100% juice written on any part of the product label or packaging. The reasoning is that water is used is used to reconstitute the juice from its original form. Diluted strength juice and juice that is not in fluid form are non-creditable forms of juice in the school nutrition programs.

Label reading can seem really tricky but in actuality it is pretty simple. Just take your time, look for the words 100% juice on the label, and you should be fine. Of course, if any questions should arise please contact your friendly, local state agency at (605) 773-3413.

Your mother was right – breakfast is the most important meal of the day. According to WebMD,

While adults need to eat breakfast each day to perform their best, kids need it even more. Their growing bodies and developing brains rely heavily on the regular intake of food. When kids skip breakfast, they can end up going for long periods of time without food and this period of semi-starvation can create a lot of physical, intellectual, and behavioral problems for them.

What can you do to promote breakfast – at home or at school? There are many good resources and attractive promotions on line from the Team Nutrition and other USDA websites, from companies that sell breakfast items, and others. Go to your favorite search engine and type in “promote school breakfast”. The number of results is astounding!

Breakfast Meal Pattern Changes

Most of the changes to breakfast go into effect in 2013-14.

These changes include:
- Half of the grains offered during the week must be whole grain-rich
- Daily and weekly grain minimum amounts are in effect. A reminder that weekly maximums on grains is lifted for SY2013-14 for both breakfast and lunch, however the calorie ranges and saturated fat limits still apply
- Zero grams of trans fat per portion is required
- Components for breakfast include: grain, fruit/vegetable, and milk – however, meat/meat alternate food items can count toward the grain component once the daily grain minimum has been met

New Breakfast Menu Certification Tool

USDA recently released an updated 5-day menu certification tool for the breakfast meal pattern. There are no changes to the lunch menu certification tool. SFAs that have not yet submitted for menu certification still have the opportunity to submit early in the school year, however, the new breakfast menu certification tool must be used, in addition to the original lunch menu certification tool.

Prepare for FFVP Claims!

If your school participates in the Fresh Fruit and Vegetable Program, check out the FFVP page for documents related to the program, including the FFVP Claim Form. Also, feel free to check out the FFVP Claim Form Sample, which will provide a blueprint on how to fill out monthly claims! Remember, If your school has less than ten operating days in the month of August, combining the August and September FFVP claims is acceptable.

TEFAP – New Process and Changes

The Emergency Food Assistance Program (TEFAP) USDA foods are distributed each month on the same schedule as the schools receive the National School Lunch and School Breakfast USDA Food orders. The orders coming in September will have a new bill of lading and due to the new software we are using. The ordering dates are being slightly modified to be in alignment with the new school ordering timelines due to the new process. The TEFAP orders will now be requested approximately six weeks prior the month of delivery. There are modifications that may occur as this transition takes place.

TEFAP agencies have been sending in their renewals and audit requirement forms which were due in August, if your agency has not submitted yours – please plan to get that to Julie McCord in September.

Child and Adult Care Food Program (CACFP) Meal Pattern Clarifications

Please note that some of the meal pattern changes for the National School Lunch Program (NSLP) and School Breakfast Program (SBP) do not apply to agencies that work specifically with the Child and Adult Care Food Program. The two most common issues are:

• New guidance in the NSLP and SBP allows dried whole fruits and dried whole fruit pieces to be credited for twice the volume served (e.g. 1/8 c dried fruit = ¼ cup fruit).
• New guidance in the NSLP and SBP only allow that leafy salad greens be credited for half the volume served (e.g. ¼ leafy greens = 1/8 cup vegetable).

These two pieces do not currently apply to the Child and Adult Care Food Program. When the proposed changes to the CACFP meal pattern requirements are published we may find that these are two proposed changes. At this time, we do not have the same requirements/allowances.

No new policy memos have been issued for Summer Food Service Program or Food Distribution Program.

Rules/Regulation Updates

School meal regulations can be found at While no new proposed, interim, or final regulations have been issued, note that there are two proposed rules with upcoming comment due dates.

Comments on the interim final rule on competitive foods, called “Smart Snacks in School” are due by October 28, 2013. While the part of the rule about potable water was effective August 27, 2013, the other provisions of the rule must be implemented by July 1, 2014. That gives the schools time to review its processes and foods sold to determine what, if any, changes need to be made.

There is also a proposed rule on Simplified Cost Accounting and Other Actions To Reduce Paperwork in the Summer Food Service Program and National School Lunch Notice Procedures. Fresh Fruit and Vegetable Program SY13-14 Preparation and Reminders

To ensure the FFVP runs smoothly, your school should:

- Establish a budget for the allocation period – do not overspend, but make sure to spend almost all of your allocation amounts

- Use the budget tracking tool from the FFVP page – Follow instructions, divide the allocation amount by the total number of weeks of school in the allocation period

- Pay attention to the flow of the program to make sure food service and other school staff understand how the FFVP works

- Establish partnerships on a local level with grocers, Health Departments, or extension services. State or national level partnerships can also be very helpful

- Incorporate nutrition education into the daily curriculum, preferably during the service of fresh fruits and vegetables

- FFVP does not allow:
• Processed of preserved fruits/vegetables (canned, frozen, dried)
• Dip for fruit
• Fruit or vegetable juice
• Snack type fruit products such as fruit strips, drops, or leather
• Jellied fruit
• Trail mix
• Nuts
• Cottage cheese
• Fruit or vegetable pizza
• Smoothies
• Fruit with added/injected flavorings
• Carbonated fruit

- FFVP Limits
• Dips for vegetables
   - Use low-fat or non-fat dips
   - The amount used should be what is commonly noted as “serving size” for condiments: generally 1 to 2 tablespoons
•Service of “prepared” vegetables
   - Fresh vegetables that re cooked must be limited to once-a-week and must always include a nutrition education lesson related to the prepared item

Most of the schools had their menus certified in in 2013. Congratulations! Schools are also working to update their Wellness Policies. The next logical step for you is to work to earn the Healthier USSchool Challenge (HUSSC) designation. This also works hand-in-hand with the Alliance for Healthier Generations. Check it out at the Earning the HUSSC designation can earn more money for the school.
