There continues to be a flurry of activity in the child nutrition program arena.

Schools are stepping up to the plate! Over sixty percent of the schools have submitted documentation for certification and the number grows daily. Over 50% are certified, and validation reviews are in process. This is not something that you should fear – have your documents organized and it should go well.

The maximum weekly requirements on grains and meats have been extended for another year, and it applies to both lunch and breakfast. The ranges on calories remain the same, and the minimum weekly requirements remain in place.

The Paid Lunch Equity tool has been released so schools can look at what their meal price will be for the ’13-14 school year. There is more information inside this newsletter.

Another proposed rule was released in February. This one covers nutrition standards for all foods sold in schools. An email was sent to school food authority personnel and an article is included further in the Bulletin.

Training announcements for the Child & Adult Care Food Program will be coming out before too long. Watch for those and be sure to attend. A brief analysis of those who have attended training in person and those who did not compared to their reviews was completed. It showed positive results for those who did attend the in-person training.

It is with regret for us and gratitude for her work that we announce Jean Schuurmans is retiring in early April. She is looking forward to her new role as a retiree. Thank you, Jean, for all your work. CANS will fill the position.

Items in process include surveys for food distribution and applications for Fresh Fruit and Vegetable Program and summer nutrition programs – both Seamless Summer and Summer Food Service Program.

Have you submitted for menu certification yet?

We encourage schools to submit their certification documents early especially if they think they need technical support or help modifying their tool/menus. We haven’t come across any menus or applications that were absolutely perfect, so please allow time. If your school year ends, that restricts the amount of technical assistance (and wiggle room) that we can provide to help your school to get certified.

Please remember, that menu certification is for one full week of menus that are served or planned to serve. If you are done with school for the year, adjustments to submitted menus or tools cannot be made and the menu certification application will be rejected. Validation reviews for 25% of the schools also must occur when the school is in session for a full week. Please help us and our Menu Certification Contractors by submitting your cert tools by the end of March to allow time for technical assistance.

Time to starting thinking about your paid lunch prices

The Paid Lunch Equity School Year 2013-14 memo has been released SP19-2013, and the PLE tool was released SP25-2013.

Each year SFAs must review their paid lunch revenue to assure compliance with the paid lunch equity requirement. When the average paid lunch price is less than the difference between the free and paid Federal reimbursement rates, the SFA must determine how they will meet the requirement—by increasing their average paid lunch price or providing funds from non-Federal sources.

The Federal Register Notice announced an increase in the reimbursement rate for SY 2012-13 and provided the inflation rate of 2.93 percent for the increase in rates between SY 2011-12 and SY 2012-13.

For SY 2013-14, SFAs which, on average, charged less than $2.59 for paid lunches in SY 2012-2013 are required to adjust their average price or provide additional non-Federal funds to the non-profit school food service account. The amount of the per meal increase will be calculated using 2 percent plus 2.93 percent (SY 2012-13 inflation rate), or 4.93 percent.

A new PLE tool is released for each school year, the SY 2013-14 tool was recently issued.

CACFPBuilding for the Future with the CACFP

The CACFP Basic workshops are designed for new staff that need to be trained in the basics of the CACFP. The basics class is limited to 25 participants per class.

Nutrition and Wellness Tips for Young Children: Provider Handbook for the Child and Adult Care Food Program

FNS has officially launched the joint USDA-HHS publication, Nutrition and Wellness Tips for Young Children: Provider Handbook for the Child and Adult Care Food Program!

It is planned for the print materials (handbook and CD) to be ready for CACFP child care centers to order this summer. Anyone can download the materials now.

The much anticipated CACFP Wellness Resources Web site is also live! This Web site consolidates CACFP resources in a way that would make them easier for people to find.

The National Child Care Information and Technical Assistance Center (NCCIC) Library

The NCCIC Library collection contains over 20,000 summaries and availability information for published documents of interest to policymakers, administrators, practitioners, researchers and other members of the child care community. Links to full-text publications about child care and school-age issues are provided when available. Summer Programs in South Dakota

The Summer Food Service Program and the National School Lunch Program (NSLP) Seamless Summer Option are federally funded programs operated nationally by the U.S. Department of Agriculture (USDA) and administered by the South Dakota Department of Education.

The Summer Food Service Program reimbursement rates this year for self-prep or rural sponsors are breakfast $1.98, lunch or supper $3.47 and snacks $0.82. The new SFSP Handbooks are available online.

The NSLP Seamless Summer Option reimbursements for regular breakfast is $1.55, lunch is $2.86 and snacks $0.78. If you are severe need breakfast it is $1.85 and the specially needy lunch is $2.88. If the school has completed the Menu Certification and is receiving the six cents, your school will continue to receive the six cents through the summer if you are on the NSLP Seamless Summer Option program. Any school on NSLP Seamless Summer Option must use the new meal pattern for lunch and the new production record.

Proposed Rule on Competitive Foods Released

US Department of Agriculture’s proposed rule on Nutrition Standards for All Foods Sold in School was published in the Federal Register on February 8. This official version of the proposed rule can be accessed at in the Rules section or on the Federal Register website. It is important that the proposed rules be reviewed by school administrators, business offices, boards, food service, teachers, and the community. Students may also want to review this since they are the consumers. The comment period is 60 days - until April 9, 2013. The proposed rule includes addresses to submit comment by mail or through the Federal eRulemaking Portal. The earlier announcement in the media was an unofficial preliminary version, was double-spaced, and was 180 pages long. This version is written in traditional Federal Register format and is 39 pages long.

Validation Reviews Have Begun

The first validation review has been completed and went very well. School Food Authorities (SFAs) randomly selected for validation have been notified. As more agencies become certified, more are in the process of being selected. Someone from Child & Adult Nutrition Services or a CANS menu contractor will contact the food service director to schedule a time in the near future to visit the school and review documentation to validate that the information submitted on the menu certification tool was accurate and that the week of validation for planned menus shows compliance with the new meal pattern requirements.

If your agency has been chosen for validation, please work with the validators to provide them with the necessary production records, recipes and labels that document your certified menus as well as for the week that is being validated. Sending production records to the reviewer ahead of time helps the process to go faster and much smoother during the onsite review.

Elementary schools that have a high percentage of its students eligible for free/reduced price meals. Preference goes to the highest percentage in the selection process.

The HealthierUS School Challenge

Team Nutrition is still offering the $500 mini grants to assist schools districts in applying for the Challenge. The funds can be used to offset costs incurred in applying. For example to pay staff for time spent on the application process outside their normal working hours. The application is on the SD Team Nutrition page.

The new criteria was outlined in a Bulletin article in January.

The major areas are:
• Must meet the New Breakfast Criteria
• New “other Criteria for Excellence” Category
• Updated Lunch Criteria – Menus must be certified for receiving 6 cents
• ADP change – determined by attendance
• Nutrition Education and Local Wellness Policy changes to be in compliance with Healthy, Hungry-Free Kids Act of 2010

School year 2013-14 school lunch review cycle

Child and Adult Nutrition Services is beginning to plan the School Nutrition Programs review schedule for school year 2013-14. The HHFKA of 2010 changed the process from a 5-year schedule to a 3-year schedule for Administrative Reviews. Administrative Review is the new name for the review process, formerly called Coordinated Review Effort (CRE). In order to allow adequate time for implementation of new meal pattern requirements, program reviews were not required for 2012-13 school year. However, those schools will receive an Administrative Review in the 2013-2014 school year. The additional schools selected to fill out the number required for 2013-2014 will come first from those who do not have their menus certified and will include a nutrient analysis, and then by other selection criteria such as requests, known problems, and random sample. The twice-annual health inspection does not change.

ASAP Acceleration Grants – $1,000 grants to get kids moving

Active Schools Acceleration Project (ASAP) is awarding grants totaling $1 million to transform 1,000 elementary schools across the nation into active schools. Get everything your school needs to jump-start one of three award-winning programs: the 100 Mile Club, BOKS, or Just Move. Participating schools receive: $1,000 seed funding, a game plan to follow, and a support network of champions across the country embarking on the same path. Teachers, parents, coaches and other school wellness champions who want to expand physical activity opportunities in their school are encouraged to apply.

Product Rotation: First in, First out, is the general practice that should be followed for inventory procedures. With that said, we have received 3 ounce beef patties, which will be delivered in March. They have an older date than the previous month’s delivery. Apparently the supplier warehouse switched and the new warehouse had older product. Please be aware, not only of first in product, but also of actual product dates. Use the oldest product first.

Surveys: The mandatory “Annual Pre-Order Survey” is available now. Please complete the survey prior to March 15th. If you are not the person who should receive the survey please either notify CANS of the correct person or make sure that person has access to an email account. Electronic communication is the preferred way of communication. A hard copy of the survey will not be sent. Only the online version will be accepted. Please be aware that ALL surveys are time sensitive.

What is the norovirus?

Noroviruses are the most common cause of flu-like symptoms or acute gastroenteritis (infection of the stomach and intestines) in the United States. Norovirus illness spreads easily and is often called stomach flu or viral gastroenteritis.

People who are infected can spread it directly to other people, or can contaminate food or drinks they prepare for other people. The virus can also survive on surfaces that have been contaminated with the virus or be spread through contact with an infected person. Sources: Produce, shellfish, ready-to-eat foods touched by infected food workers (salads, sandwiches, ice, cookies, fruit), or any other foods contaminated with vomit or feces from an infected person.

How Do I Prevent It?

• Wash hands frequently with soap and running water for at least 20 seconds, particularly after using the bathroom and before preparing food.

• Avoid bare-hand contact with ready-to-eat foods.

• Clean and disinfect surfaces contaminated by vomiting or diarrhea (use an approved food safe sanitizer or bleach-based household cleaner as directed on the label). Clean and disinfect food preparation equipment and surfaces.

• If you are ill with diarrhea or vomiting, do not cook, prepare, or serve food for others.

• Wash fruits and vegetables thoroughly before eating them.

• Wash clothing or linens soiled by vomit or fecal matter immediately. Remove the items carefully to avoid spreading the virus. Machine wash and dry.

USDA Farm to School E-letter

New farm to school fact sheets

Two new farm to school fact sheets are now available on the USDA website. The first is a primer on USDA’s Farm to School Program that defines farm to school, provides an overview of the USDA Farm to School Grants, and highlights other farm to school support available from USDA. The second fact sheet, Using DoD Fresh to purchase local produce, gives a rundown of the DoD Fresh program and how it can be used to procure local foods for school meals.

Farm to school is now included in the criteria for Healthier US School Challenge awards

The Healthier US School Challenge (HUSSC), part of First Lady Michelle Obama’s Let’s Move initiative, just got a little more local. Operating a farm to school program is now one of several criteria for excellence that schools can meet to win a bronze, silver, or gold award. A helpful document has been posted on the HUSSC website that describes farm to school programs and explains how a school can meet the challenge criteria. For inspiration, check out this video from NBC’s Today Show, which profiles the farm to school program operated by recent HUSSC award winner Palm Springs Unified School District.

New "Smart Snacks in School" proposal to ensure vending machines and snack bars include healthy choices

On Feb. 1, USDA announced the opening of the public comment period for proposed new standards to ensure that children have access to healthy food options in school. The Healthy, Hunger-Free Kids Act of 2010 required USDA to establish nutrition standards for all foods sold in schools -- beyond the federally-supported school meals programs. The "Smart Snacks in School" proposed rule is the first step in the process to create national standards. The new proposed standards draw on recommendations from the Institute of Medicine, existing voluntary standards already implemented by thousands of schools around the country, and healthy food and beverage offerings already available in the marketplace. Freezers full of summer

It’s February and, as tends to happen every year, I’m starting to run low on frozen berries. It seems the hours upon hours I spent this summer freezing the season’s bounty weren’t enough to satisfy my family’s endless demand for berry smoothies. Every year I vow to put more berries away for use in the winter. I suspect this summer will be no exception; I’ll take the pledge again. Click here to read more.

Demand for local and regional foods is strong and growing, as consumers across the country are looking for healthy food options grown and raised in their own communities. USDA has long supported this effort along with the procurement of regional foods by schools and helping them increase food literacy among the nation’s children.
