Applications for School Nutrition Programs and Child & Adult Care Food Program are in process and nearing final approval. If you make changes during the year and it is not approved in a few days, do reach out to the office. It is possible the person responsible is on travel and someone else can look at it. Please be patient as this is a busy and time-consuming process.
This month was a celebration for National School Lunch Week. Thank you for all you do to provide healthy meals for children in the schools.
Many folks have taken advantage of the Procurement classes and the Financial Management class. These classes are also available on the Institute of Child Nutrition website at no charge. It is important for procurement that you assess where you are at and begin to make changes if needed. It will not happen overnight, but at least start! You will recall the quote by Lao Tzu: “The journey of a thousand miles begins with a single step.” I think some folks have not given themselves credit for things they are already doing, so do document those pieces, too! Additional information on procurement will also be available at the School Nutrition Association of South Dakota (SNA SD) Industry Conference.
Classes for new managers are coming up Oct 21-22 and 24-25 as noted in the Bulletin last month and this month.
Child & Adult Care Food Program folks have the new meal patterns and are planning modifications to their menus, as needed. The changes are more manageable this time around, though again, it takes that first step to look at what you are doing and what you need to do to come into compliance.
Having a DUNS number and registering it in SAM on an annual basis is also a new step for many agencies. It applies across the board to all entities receiving federal funds, not just to the child nutrition and food distribution programs from USDA.
We appreciate all you are doing to make sure what you do meets requirements and document all the steps taken for that in all areas.

You know about the procurement rules and are wondering where to start. This workshop will help attendees practice writing effective specifications. Well-developed product specifications are needed for all forms of proper procurement, even in informal procurement.
Who should attend: Any school staff responsible for the procurement process should plan on attending this workshop. Space is limited due to training venue limitations and, if needed, preference will be given to individuals who attended prior procurement training. There is no registration fee for this workshop. Participants should bring along a copy of their velocity report/list of inventory purchased.

CANS is preparing to host webinars specific to how to conduct and report results of verification activities. We will work through the Verification process and the Verification Collection Report, also known as the 742 form in two separate webinars.
The Verification Process webinar is scheduled for September 28 at 9:30am Central. The Verification Reporting webinar is scheduled for October 25 at 9:30am Central.
The Verification Report is open in iCAN and the deadline to complete the Verification Repot is November 15, 2016.
Remember-you can begin verification activities once the application approval process for the current school year begins and there are approved applications on file. Please refer to the SY16-17 Eligibility Manual for more information or contact the CANS office. The sooner the process starts, the easier it is to meet the November 15 deadline!

When exporting your direct certification list from iMATCH for a point of service system upload, please consider the steps and information below. If a student’s ID number has a zero as the 1st digit, this zero will most likely not be displayed in an Excel export.
After exporting your student list to Excel, follow the steps below to add the front zero to all IDs.
1. Highlight the column which contains the student ID
2. Right click, select Format Cells
3. Select Custom from the Number tab
4. Type ‘0########’ (lead zero, followed by eight #’s), and click OK
Some school districts in South Dakota recognize a Hutterite Colony as a site within the district. It is important to remember that program participants at the colony must apply for meal benefits in order to receive meal benefits. USDA Memo SP 95-04 summarizes needed information:
The total net income of the colony must be divided by the number of all people within the colony as a whole, to determine a per capita share of the community’s net proceeds
Please note – if income is a loss, they could then be considered as zero income
Determining officials would most likely need to work with the financial person associated with the colony in order to determine their total income. The total number of people within the colony would need to be known – this would include anyone within the colony – not just those that are connected to school meals.
Schools are required to extend benefits from students that are directly certified with SNAP, TANF, or FDPIR to other students that are part of the same household/economic unit.
Students with benefits from SNAP and TANF are found in the iMATCH system.
Schools cannot extend direct certification benefits of students that are considered as Other Source Categorically Eligible (homeless, migrant, runaway, Headstart, or foster).

The new census data for 2017 has recently been released and we can determine your eligibility. The procurement trainings being offered are highly encouraged since the compliance monitoring of all Child Nutrition Programs includes sections on the purchasing of services and supplies associated to any meal service.

All renewal applications should be submitted no later than October 21, 2016.
As most of you know, each agency must annually complete the online renewal application in the iCAN system. Please log into the iCAN site soon (if you haven’t already) to complete the renewal application. The claims for October 2016 (and forward) cannot be paid until the renewal application is approved.
Before you submit the packet, make sure to review each piece of the application (including each site application – link to those is at the bottom, just above the buttons)! Once you have reviewed each piece and the Submit for Approval button is red, you need to submit the packet for review/approval. After submitting the packet, the individual listed as the Authorized Representative needs to watch their email for notices of the packet being returned or being approved. When a packet is returned, it needs your attention!
The claims for 2016-17 will not show up until the application packet is approved. It is in your best interest to get the renewal application completed in a timely manner. If everyone waits until the last minute, we cannot guarantee that the packet will be approved before November 10 (when October claims are due). On that note, we have recorded a webinar that can be found at http://www.doe.sd.gov/cans/cacfp.aspx under the application section of the website. We hope that this webinar will be useful to those who are completing the packet as the webinar walks you through the process and we point out the most common errors that we find on the renewal applications.
On another note, remember to click “Year” in the upper right corner of the iCAN screen if you need to access the 2015-2016 applications and/or claims. You will need to do this in order to get to the September 2016 claim.Mealtime Memos for Child Care
