Certification: Proposed Rule Changes

Beginning in 2014, the South Dakota Department of Education began working with the Commission on Teaching and Learning to examine the state’s educator certification system. Teachers, administrators and higher education representatives from across South Dakota serve on the commission. Beginning in 2014, the South Dakota Department of Education began working with the Commission on Teaching and Learning to examine the state’s educator certification system. Teachers, administrators and higher education representatives from across South Dakota serve on the commission. The department has also met with a number of other education stakeholder groups, including an administrator work group that developed revised rules for administrators.



How will endorsements for teachers be added under the proposed rules?

Below is a series of spreadsheets intended to help educators review proposed requirements for adding endorsements. To use the spreadsheets:

  • Select the worksheet aligned with your preparation type
  • Scroll to the endorsement you want to add, and determine requirements by reading from left to right.

Example: An educator with secondary preparation who wishes to add an endorsement in elementary gifted education, would click into the spreadsheet titled, “If you have a Secondary Preparation” and scroll to the Elementary Gifted Education endorsement listed on page 4 of the spreadsheet. To add this endorsement, the individual would need to do the following:

  • Pass the State-Designated Pedagogy Test AND
  • Complete a Subject Major in Gifted Education OR pass the State-Designated Content Test OR complete State-Designated Coursework

Timeline for proposed rule changes

Nov. 15, 2016 Jan. 19, 2017 – Pierre March 20, 2017 – Aberdeen July 1, 2017
  • If the state Board of Education adopts, and the Legislature’s Rules Review Committee approves, proposed certification rule changes, rule changes that DO NOT impose increased requirements on educators go into effect.
July 1, 2019
