The state of South Dakota participates in a federal program called the Early Intervention Program for Infants and Toddlers with Disabilities (Part C). In South Dakota we call this program Birth to Three Connections. Parents, teachers and health care providers know that children with developmental delays are healthier and better learners when they receive early intervention services as early in their lives as possible. The state of South Dakota is committed to providing services to young children and their families.

Upcoming SICC Meeting

The South Dakota Department of Education is giving notice of the following meeting:

The Birth to Three Connections State Interagency Coordinating Council will conduct a Live Meeting via the internet on January 13, 2010, 10:00 AM – 12 Noon (CST). The internet will be used for the audio as well as the visual portion of the meeting. To connect via the internet go to

Or, to participate by audio only, participants should call in at (866) 410-8397 and enter the code number 6057734478 just prior to the start of meeting. Request for Proposals FY 2010

The Department of Education is accepting proposals for Birth to 3 Connections Service Coordination activities.  Proposals will be accepted from public and private non-profit entities.  

To be considered for participation, one original and one copy of the proposal must be completed and submitted. Proposals must be postmarked by May 4, 2009 or hand delivered to the DOE office by 5:00 PM (CST) on the stated deadline.  DOE is not responsible for transmittal time or irregularities in delivery on the part of the US Postal Service or other courier services. Faxed or emailed proposals will not be accepted. Mail or deliver the completed application to:
