Abstract

The South Dakota State Improvement Grant (Project ENRICH) will create new systems for teaching and learning. Project ENRICH accepts the challenge of recreating learning environments for teachers and children so that all children and youth can achieve high standards or reach appropriate developmental milestones. Project ENRICH will develop an infrastructure to provide professional development activities to teachers and early intervention providers.  Increased achievement for children and youth with disabilities is the primary focus of Project ENRICH.  This effort is consistent and aligns with the auspices of the No Child Left Behind Act of 2001 and preexisting Title I efforts for comprehensive school reform and increased academic achievement for all students.

There are three main goals for Project ENRICH:

  1. Create a system for coordinating and enriching the professional development of school personnel, early intervention providers, mentors, volunteers, parents, and others connected with the life and learning of children and young adults with disabilities.
  2. Improve the learning opportunities and achievement of children with disabilities.
  3. Increase meaningful collaboration and linkages with other state and federal school improvement efforts as well as other agencies, services, and resources existing primarily for the good of children with disabilities.

Five regional programs will be the agents of growth and development relative to the goals of Project ENRICH.   A Project Management Team will provide the guidance for the development of regional programs. Participants from each of the regions will represent the following: agencies that represent or serve individuals with disabilities, institutions of higher education, public school districts, private and faith-based schools, parents, teachers, pre-schools, and early intervention programs.  As regional institutions and agencies work together to respond to a Request for Proposals they will prepare projects that are particular to their region’s assessment of needs and the goals of Project ENRICH. 

Scientifically based research will be the process and the product of the project.  Each region will publish best practices on the Department of Education website for wide dissemination throughout the state and to national and international audiences. 

An outside evaluator will be hired to ascertain a results-based evaluation system.  Process and product evaluation will drive the system in the creation of knowledge and practices that enrich the lives and the learning of all children and youth, their teachers and their families.
