Board of Education holds first reading of proposed accountability rule changes

The Board of Education held a special meeting Jan. 29 to address several items, including the first reading of proposed updates to accountability rules (ARSD 24:55). These proposed changes stem from the changes made to South Dakota’s ESEA Flexibility Waiver, approved by the U.S. Department of Education last summer.

One of the proposed accountability system changes has to do with how attendance is calculated at the elementary and middle school levels. In years past, it was calculated on a straight average daily attendance rate of all students. Moving forward, it would be calculated on the percentage of students who have met the state’s target attendance rate of at least 94 percent.

Other significant changes include removing the key indicators of School Climate and Effective Teachers and Principals from the School Performance Index (SPI) calculations; updating some of the supports to focus and priority schools; and updating terminology throughout. The board also approved an increase in facility fee rates at the technical institutes for FY16 and FY17 to support investment in training facilities and classrooms on the technical institute campuses.
