SD Administrative Rules Proposed rule changes up for public hearing June 20

The South Dakota Board of Education is meeting June 20 in Pierre. Several proposed rule changes will be up for public hearing. The proposed rules are presented in one package here. A summary is below. To submit public comment, visit rules.sd.gov and click on “Department of Education.”
  • Deadline to submit Ed Structure data – This proposed rule would set the deadline for districts to report their educational structure data to the Department of Education by March 1 for the next school year (eg., by March 1, 2017, for 2017-18 school year). This deadline is not currently specified in administrative rule, and the proposed date is several weeks earlier than current practice. (See page 22 of the rules package.)

  • New shared services program – These proposed rules outline guidelines and criteria for the new shared services grants approved and funded by the 2016 Legislature. (See pages 23-26 of the rules package.)

  • Technical institutes – The rules package includes a number of items related to the four technical institutes, including setting the per-student allocation for FY 17 and providing guidance for the use of money provided pursuant to HB 1182 and increasing instructor salaries at the technical institutes. (See pages 1-21 of the rules package.)
