A Note from Sandra

Happy New Year! This is the time where we once again look at our accomplishments from the prior year, the vision for the year, and set goals to accomplish. Be willing to stretch just a little bit further – it is surprising how much longer our arms can become or how much taller we can stand with positive confidence and the support of friends and family! Be the support of friends, family, and co-workers instead of “you’ll never get that done!”.

I urge schools to continue working on small steps to be ready for the new meal pattern. In October, it was whole grain, in November it was legumes, and in December, it was fruits and vegetables. The milk has been addressed previously in an implementation memo – schools should all be serving two choices of commercially pasteurized milk from the list.

The requirement for meats has minimal changes. Agencies on National School Lunch Program and/or School Breakfast Program should be looking for ways to incorporate meats and meat alternates that are not highly processed, thus reducing the fat from calories as well as sodium. One of the changes in the proposed regulation is that breakfast must have an ounce of meat or meat alternate at each meal. (Previously breakfast could have 2 oz. meat/alternate or 2 oz. bread/grain, or 1 oz. of each.) There are many choices of processed foods that will help meet the requirement, but you must be careful in choosing the products and frequency to avoid the high fat/high sodium content.

We spend January 1 walking through our lives, room by room, drawing up a list of work to be done, cracks to be patched. Maybe this year, to balance the list, we ought to walk through the rooms of our lives... not looking for flaws, but for potential. ~Ellen Goodman

Healthier US School Challenge Training

Would you like to apply for the HUSSC award but have questions and need help with assessing what your school should have in place to apply? To help in making your decision, CANS is sponsoring a HealthierUS School Challenge training on Wednesday, February 8, 2012 at the Cedar Shore Resort in Oacoma, SD (near Chamberlain). This training will be 7 hours in length beginning with 8:00 am registration and ending at 4:30 pm. There is no cost for the training and will be presented by the National Food Service Management Institute.

Team Nutrition is offering mini grants to schools who apply for the HUSSC. School Districts may apply for up to $500 to help with expenses incurred in applying for the challenge. Expenses may include travel to the training and staff labor hours exceeding normal working hours. The mini grant should be submitted with your final HUSSC application to CANS. Some restrictions on the mini grant are:

1. You must submit your menus used in the challenge application a minimum of 30 days prior to serving them. They will be reviewed to ensure all criteria for the challenge has been met. CANS will call and discuss any revisions that need to be made prior to service.

2. You must meet all application requirements for Nutrition Education and Physical Education outlined in the application award level you are applying for.

3. Your school’s Wellness Policy must meet criteria outlined in the application.

4. Mini grants will not be awarded until we have your final HUSSC application to submit to USDA

On- Site Monitoring Review to be completed by February 1

All schools and agencies serving National School Lunch meals, that have more than one building or site where meals are served, are required to complete an On-Site Monitoring worksheet for each serving site by February 1st. The purpose of performing the monitoring worksheet is to ensure the accuracy of meal counts and daily procedures. At the present time on-site monitoring is not a breakfast program requirement but is encouraged as a good business practice. Be sure that meal counts are taking place at the end of the serving line after students have had the opportunity to walk past the all required menu components including the milk cooler and salad bar. Be sure there is a designated and trained meal count person stationed at the end of the serving line doing a point of service meal count. The meal count cannot simply be an attendance count; it must be counting reimbursable meals. A classroom count is not an acceptable meal count method as it does not allow for a “point of service” meal count. Be sure the meal count person understands what the SFA has chosen to implement for the “Offer versus Serve” option for each grade level. For guidance, refer to the SFA’s Child Nutrition Program Agreement, Part 3, page 3.

Authorized Representatives should refer to NSLP Memo number 52.1 for the instructions and worksheet to be used for each serving site visit. The memo contains two attachments. Attachment 1 must be completed annually by February 1st for SFA’s with multiple serving sites. Attachment 2 does not have a mandatory deadline but reviews a combination of food service concerns. The completed attachments should be filed with yearly records and kept on file for the current school year and the next three succeeding years.

Considering Seamless Summer?

The Seamless Summer Option (SSO) may be used to provide meals during school vacation periods. Guidance is SP-27-2009 found on http://doe.sd.gov/cans/sfsp.asp as Seamless Summer Q & A. School Food Authorities (SFA’s) administering the NSLP or SBP may participate in the SSO. The SFA must be able to demonstrate administrative capability and financial viability to properly operate during school vacation periods. Schools and sites determined to be seriously deficient in administration of SFSP or Child and Adult Care Food Program (CACFP) cannot be approved for participation in the SSO.

• A current Seamless Summer Option (SSO) application must be submitted and approved. The school is responsible for public notification and is required in the SSO application.

• Sites participating in the SSO must be area eligible 50 percent or greater free and reduced price eligible. October site survey documentation is used or census data. Collect and retain records as in NSLP.

• Two types of meals may be claimed per day.

• Meals must follow the SBP or NSLP meal pattern used during the school year. Schools must keep production record and menu records for the meals served. All USDA Policy Memos effective for NSLP and SBP are effective in SSO such as those referring to milk SP 29-2011 and water SP 28-2011-Revised.

• Time frames for meal service follow NSLP rules, not SFSP, see SP-27-2009, Q and A #29 states breakfast before 10; lunch between 10 am and 2 pm; supper before 7 pm and must end by 8 pm; and snacks can be evenly spaced between other meals.

• Meals must be consumed on-site.

• Schools must report meal service time changes or site closures to state agency.

• Meals served under the SSO are reimbursed at the “free” rates prescribed by USDA for the NSLP and for the SBP. Qualifying schools will continue to receive the severe need breakfast rates under the SSO.

• State agency provides seamless summer training to administrative staff each March. School District is encouraged to conduct NSLP/SBP training of local staff, but is not required.

• The School must differentiate between meal counts for (NSLP/SBP) and (SSO) children and follows the same reimbursement schedule as during NSLP; number of meals served multiplied by the single meal reimbursement rate. Seconds on lunches and snacks may be offered but, cannot be claimed under SSO, see Q and A #35.

• Schools may use regular school year NSLP USDA foods/commodities.

• SFAs are required to review all of their SSO sites at least once during their first three weeks of operation each year. The SFA must review the sites’ compliance with meal counting, claiming, menu planning, and food safety requirements including SOP’s and HACCP plans. The review will also check for public notice documentation as evidence of media release proposed in application. If a CRE review is conducted during the current school year, a seamless summer site will be reviewed.

• Edit checks are not required for SSO sites during the period of time that the SFA is operating the sites under the SSO policies. However, SFAs must ensure that meal counts match participation and that claims reflect the number of meals served. Schools serving meals to summer school students only must do an extension for NSLP/SBP.

Food Safety—SOP Update

The Healthy, Hunger-Free Kids Act of 2010 strengthens the existing food safety requirements in the National School Lunch Program (NSLP), School Breakfast Program (SBP) and all other Food and Nutrition Service (FNS) program operated in a school.

It is now required that the school food safety program based on Hazard Analysis and Critical Control Point (HACCP) principles be applied to any facility or part of a facility in which food is stored, prepared, or served for the purposes of the NSLP, SBP or other FNS program. Food safety programs must be reviewed to ensure that standard operating procedures for safe food handling are updated to include any facility or part of a facility where food is stored, prepared, or served, such as on school buses, in hallways, school courtyards, kiosks, classrooms, or other locations outside the cafeteria.

This requirement applies to school breakfast, lunch, and supper meals, afterschool snack, and the Special Milk and Fresh Fruit and Vegetable Programs. Program operators should work to comply with this enhanced requirement as soon as possible, but not later than the school year 2011-2012. Fresh Fruit and Vegetable Program Q & A

Q. Can I serve a dip with fruits on the FFVP?
A. No! Even if, caramel dip is not being purchased with FFVP funds, the dip still cannot be served with fruits on the FFVP. If caramel dip or any other dips are served with fruit, the cost of the fruit cannot be reimbursed.

Q. How can I provide more nutrition education to my students?
A. Send a short fact sheet to each classroom about a new fruit or vegetable that is being offered and have the teacher read the facts/trivia aloud as the fruit or vegetable is being served and consumed.
The cafeteria can also be a very important teaching/learning area. Advertise the fresh fruit or vegetable being served on the FFVP while kids are going through the breakfast or lunch serving line. Provide a joke or fun fact about the fresh fruit or vegetable so kids can read as they are waiting in line.
Have the students guess where their fruit or vegetable comes from—make sure you know where it really is grown.

Are You Considering Contracting with a Food Service Management Company?

Sometimes a school or agency decides to investigate contracting with a food service management company (FSMC). Here are some tips to keep in mind:

• An assessment must be conducted to show why a management company is needed.
• Management company contracts must be procured through open and free competition.
• Management company contracts must always be bid.
• The request for proposal/invitation to bid (RFP/ITB) must be reviewed and approved by Child & Adult Nutrition Services (CANS) prior to release.
• The RFP/ITB must follow the state agency prototype.
• The final contract must be approved by CANS prior to signature.

New Policy Memo – limited English households

USDA issued a policy memo about applications and other household materials for limited English proficient household. It is policy number 06-2012 and can be found on USDAs website at http://www.fns.usda.gov/cnd/Governance/policy.htm. To assist LEAs in redesigning household materials, Food and Nutrition Service (FNS) has issued prototype materials in English and translated them into 33 languages, which are available at http://www.fns.usda.gov/cnd/frp/frp.process.htm.

Sioux Falls Elementary Schools Receive HealthierUS School Challenge Bronze Level

All 24 elementary schools in the Sioux Falls district have received the HealthierUS School Bronze Award. South Dakota Secretary of Education, Dr. Melody Schopp, visited the district in November to present the award from the United States Department of Agriculture. Child & Adult Nutrition Services staff were also present.

Sid the Science Kid: Get Up and Move (Grades PK-1)

Tune in for a new episode from Sid the Science Kid, Get Up and Move, featuring spotlights on exercise and healthy eating. Sid is super excited, because teacher Susie announced that today is full of surprises – healthy surprises! First the class walks to a local park where they get to run around and play outside in the fresh air. When it’s snack time, the kids get another special surprise. They get to pick fresh vegetables from a community garden. Yum! Back home, Sid tells his mom about his amazing day, and comes up with a new family tradition – taking a walk every day together. It’s easy to do and a fun, healthy way to move your body!

After the episode, continue Sid’s message of exercise and healthy eating habits with online activities and games. Check out Sid’s Mix it Up online game and have children practice making balanced and healthy choices for their meals. Partners Against Hunger - Serving South Dakota

On Monday December 5, 2011 formal action was taken to form Partners Against Hunger, nonprofit organization whose mission is “Strengthening and uniting communities that all may be fed.”

What started as an office meeting between USDA Rural Development Under Secretary Dallas Tonsager, and Rev. David Zellmer, Bishop of the SD Synod, Evangelical Lutheran Church in America, regarding food ministry and feeding the hungry has flourished into meetings of constituents across the state of South Dakota. Four meetings have been held since midsummer.

This diverse group, made up of representatives from state and federal agencies, three denominations, and folks serving in food pantry and feeding ministries from across South Dakota took time to get to know each other and the available resources. “I am excited about the dedication and commitment of the people representing the various organizations and agencies that are coming together to end hunger in South Dakota” says Bishop Zellmer.

Small groups brainstormed to determine the most important functions of the organization. An action committee was formed to draft a vision statement around these functions to be presented at the next meeting. This committee is comprised of Christine Sorenson of SD USDA – Rural Development, Suzanne Stluka of SDSU Extension Service and Kurt Osborne of Lutheran Planned Giving, SD Synod of ELCA Bishop Zellmer, Maria Birch of Trinity Lutheran Church of Chamberlain and Christine Sorenson were appointed to another action committee that will work on the legal paperwork for the 501(c)3 status.

The group is eager to begin implementing their ideas and strategies, while recognizing additional collaboration is needed to increase awareness, provide research, educate people concerning the programs and resources already available, and to gather and share success stories and ideas from across the state. At an earlier meeting they were bold enough to say they want to help make healthy food accessible to everyone in South Dakota by 2015.

South Dakota Department of Education, Child and Adult Nutrition Services have been represented by Sandra Kangas and Julie McCord at these meetings.

The next meeting of Partners Against Hunger will be on Tuesday January 24 from 10:30 a.m. to 2:30 p.m. at SD Housing Development in Pierre. People interested in attending should contact Karen Rollag at SD Synod, ELCA, 605-212-5441, or krollag@sdsynod.org.
