November brings two days that are worth commemorating. One is Veteran’s Day and the other is Thanksgiving. We appreciate the Veterans and current members of the Armed Forces who have served and are serving our country. The other is Thanksgiving – a time to be thankful for what we have, starting with life. Sometimes we also need to be thankful for the things we do not have! “It is not happy people who are thankful. It is thankful people who are happy.”
Several reports are due in November and December. Thank you for submitting those in a timely manner. USDA and some of their contractors will be conducting surveys in both child care and school programs, so do not be surprised if you receive a questionnaire. Please complete those for successful conclusions – these often result in changes to regulations or resources.
Meetings with contractors for iCAN and Direct Certification begin in late October and November. We may need input from you, the system users, from time to time. Please let me know if you would be interested in helping out with this. I expect it would not involve travel but answers to some questions through email, phone calls, or webinars.
We were pleased that the federal shutdown ended and that life returned to a more normal process for those families. We are mindful of the families in western South Dakota who were affected by the severe storm in early October and those in southeast South Dakota who were affected by the tornadoes that same weekend. Please contact our office if there are questions about their eligibility for meal benefits due to changed circumstances.

Smart Snacks Letter from US Secretaries Vilsack and Duncan
U.S. Secretary of Agriculture Thomas J. Vilsack and U.S. Secretary of Education Arne Duncan have sent a letter thanking schools for their efforts to ensure a healthy nutrition environment in schools. They also included a brief on another critical element of the efforts to promote a healthy school environment and to request support.
In order to implement additional mandates by the Healthy, Hunger-Free Kids Act of 2010, the Department of Agriculture (USDA) recently published the “Smart Snacks in School
” standards for all foods sold in school outside the school meals programs.

. It includes some practical, science-based standards for foods sold in vending machines and à la carte lines — standards that make the healthy choice the easy choice for students.

First Time Managers Class, Nov. 18-19, 2013
Child and Adult Nutrition Services has scheduled a free-of-cost one and a half day training opportunity for new school food service managers. The training is especially helpful for school food service managers who were new either last school year or this school year. The training will take place at the Kenyon Building - SDSU Extension Pierre Regional Center, 412 W Missouri, Pierre, SD.
Instructors Arlene Chamberlain, MPH, LN, and Julie M. Nelson, food service director from Wilmot School District, will guide you through this is a fast paced class that will cover all program requirement areas of the school lunch and breakfast program.
General topics include: meal pattern requirements, crediting components, production records, menu planning worksheets, meal counting and claiming, offer vs serve, portion control, purchasing USDA foods (commodities), standardizing recipes, calculating component contributions, using the Food Buying Guide, and food safety. This is not the same class offered at SNA State Conference in Aberdeen.

NSLP Food Distribution (FD)
Dizco, Inc. has renewed their contract for shipping to Schools and TEFAP agencies for another year. Pricing will remain the same as stated on your delivery schedule, found in your iCAN User’s Manual given at training in June or can be found on the Food Distribution website. Just as a reminder of the existing contract, the truck driver is only responsible to bring the product to your dock. The agency personnel are responsible to bring it to your storage area. If you have any concerns with your deliveries please let Mark know.
Value of Commodities Shipped:
• The Per Case Value
can be found under Contract Entitlement. Refer to page 11 of your iCAN Manual. This information can be obtained as soon as we process the order in our office (usually the day after the order closes). Under step 6, you would click on the blue amount listed under Entitlement Used. Then under “Description” choose which order number you would like to view (example: NONALLOC1111). The Unit Value is your per case value.
• The Processing Fee
can be found under Order Inquiry. Refer to chapter 6, page 25 of your iCAN Manual.
• The Value of Commodity Shipped
can be found in the REPORTS section of iCAN. Instructions to access the Value of Commodity Shipped can be found on page 41 of your iCAN Manual; however this information will only show in the system after our office has processed the order to the Shipped status.
- The iCAN system will generate an invoice for each item on an order; however only the Processed items will show an amount due. The amount due for each Processed item represents the Processing Fee. This fee is the amount you are charged to convert a bulk item (like a whole chicken) into a more usable product (like a chicken patty). You will be invoiced the end of the week following your delivery week. (If you receive your order the week of 10/21/2013 to 10/25/2013, you will be invoiced 11/1/2013.) We will send out an email to the person listed as the Billing Contact on iCAN letting them know that their invoice has posted.
(NO changes after the order week closes). Remember to review your order before submitting and prior to the order week closing. If you mistakenly order 30 cases of Carrots instead of 3, you will receive 30 cases. Once the orders are processed in our office (usually the day after the order period closes) we will be unable to make any changes. In addition, you cannot refuse delivery of any cases that you ordered, even if you ordered the wrong amount of an item. Be observant of your actual order at the time you place the order.

TEFAP – Reminder to Send in Bill of Ladings and New Ordering Periods
The Emergency Food Assistance Program (TEFAP) USDA foods delivery for October was moved to November delivery due to the federal government shutdown, but should be coming to your agency with week one beginning November 4, 2013. *Remember to check your delivery and send the bill of lading to Pam McCown within 2 days of the delivery. The program was granted a budget continuing resolution through January and the upcoming ordering periods are listed below.
*ORDER PERIOD DATES
Nov. 14 – 25 for January delivery
Dec. 9 – 19 for February delivery
TEFAP agencies program reviews will begin as soon as December and will be completed before March 2014. The process is completed on site by a South Dakota Department of Public Safety inspector who reports the findings to the Child and Adult Nutrition Services CANS office. You will receive a letter with the findings or issues that must be corrected from the TEFAP specialist, Julie McCord. A deadline is given when the response to the corrective action recommendations must be written and sent to the CANS office. The white 3-ring binder titled “TEFAP ERA/Local Agency Guidance” gives you information on the requirements a sponsor must complete. The binders were sent to each sponsor last year.

October Data Survey Information
The October Data Survey instruction and report forms can be downloaded at the Child and Adult Nutrition Services National School Lunch and School Breakfast Program webpage
. Look under Documents along the right hand side for October Survey 2014. Be sure to read the instructions as there are a few changes for the 2013-14 school year. Forms will not be mailed unless a school or agency notifies CANS that they are not able to download the information.
The survey should be returned to CANS by Nov. 8, 2013 to assure your October claim for reimbursement will be processed without any delays. Remember information MUST be broken out by elementary grades, middle school grades, and high school grades and should match the attendance centers you listed in Part 1, (F), Site Summary of your annual agreement. Be sure to read the instruction pages if you have serving sites which serve a combination of grades. No one is exempt from completing the October Data Survey.
CANS collects data each October which is a compilation of numbers for the month of October only. The information from this survey is used for many purposes and is required by federal regulation. The information is used for selecting sites to be visited during the school food authority’s review, determines site eligibility for the School Breakfast Program severe need option, Summer Food Service Program, and Daycare Home tier level. It is also used for reporting prices paid by children in our state for breakfast and lunch in the annual report to the American School Food Service Association, for data in response to questions by Congress and USDA, and reporting site eligibility to the National Center for Education Statistics for the core summary data. Several programs use the data including determination of e-rate and need for various title programs and grants.

New Breakfast Menu Certification Tool
USDA has released an updated menu certification tool for the breakfast meal pattern. There are no changes to the lunch menu certification tool. SFAs that have not yet submitted for menu certification still have the opportunity to submit early in the school year, however, the new breakfast menu certification tool must be used, in addition to the original lunch menu certification tool.

Child and Adult Care Food Program (CACFP) Meal Pattern Clarifications
with the CACFP
Please note that some of the meal pattern changes for the National School Lunch Program (NSLP) and School Breakfast Program (SBP) do not apply to agencies that work specifically with the Child and Adult Care Food Program. The two most common issues are:
• New guidance in the NSLP and SBP allows dried whole fruits and dried whole fruit pieces to be credited for twice the volume served (e.g. 1/8 c dried fruit = ¼ cup fruit).
•New guidance in the NSLP and SBP only allow that leafy salad greens be credited for half the volume served (e.g. ¼ leafy greens = 1/8 cup vegetable).
These two pieces do not currently apply to the Child and Adult Care Food Program. When the proposed changes to the CACFP meal pattern requirements are published we may find that these are two proposed changes. At this time, we do not have the same requirements/allowances.

Setting Goals for Next Summer – SAVE THE DATES
The summer programs saw an increase in meals served of approximately 41,000. Thanks for all the efforts to make the program available to the families in South Dakota.
If your school district is below the 50% free and reduced price area eligibility, you may have a distinct group of low income children that may qualify and is gathering for some sort of summer programing efforts that could apply for a program as a closed enrolled summer program and would only feed the children in the select group and would not be open to the public.
All schools must advertise the summer website link which has the list of sites in South Dakota for feeding locations each April and May. This is a NSLP requirement. See Policy Memo SP 15-2011
. Please keep proof of advertisement or documentation for the new program review process.
Now is the time to review how things went last year, start discussions on what changes you’d like to make in your program, partnerships you might want to develop, and if you have a food service company agreement the process should be started in January including the summer period. FFVP – Equipment Justification Forms
If your school participates in the Fresh Fruit and Vegetable Program, check out the FFVP page for documents related to the program, including the Equipment Justification and Purchase Form
. Of the total allocation amount awarded to the individual site for SY2013-14, no more than 10% of the total can be used toward administrative funds, and purchasing of equipment. Equipment Justification Forms, along with a printout description of the equipment to purchase, should be submitted before the actual purchase of the equipment.
After the site has been given notification that a piece of equipment can be purchased, the site can go ahead with the purchase. Once the equipment has been received, the purchase of the equipment is to be listed on the corresponding monthly claim of reimbursement, along with the submission of an invoice.

K-12 Student Teams Can Win Science Awards
The program (http://www.exploravision.org
) is looking for projects which offer ideas and inventions capable of making the world a better place. The school submitting the most eligible projects will receive $1,000 worth of Toshiba technology.
Each student on the four first-place Toshiba/NSTA ExploraVision winning teams will receive a $10,000 savings bond; students on second-place teams will each receive a $5,000 savings bond. Members of the eight teams will also receive an expenses-paid trip with their families, mentors and coaches to Washington, DC for an awards weekend in June 2014.
