Non-Certified Administrators



The intent of Senate Bill 173 was to require that all administrators be properly certified.

According to Administrative Rule 24:43:13, the school board president shall submit in writing a request to hire an individual lacking proper certification as a principal or superintendent to Secretary of Education. Upon Secretary's approval, one of the three following alternatives must be selected and all non-certified administrators must submit the required “Plan of Intent” to the Department of Education:
