CTE Career Cluster Framework

Cluster Wheel

South Dakota is excited to be updating the CTE Career Cluster Framework, with the new, modernized model to take effect on July 1, 2026. While the current framework has served CTE programs well for the past 20 years, this modernization will ensure continued alignment with evolving industries, emerging career pathways, and technological advancements.

The revised framework is structured from the middle out, placing Essential Skills for Success at its core. These skills -- such as critical thinking, collaboration, adaptability, and communication -- are universally valuable across all career pathways. Industry leaders consistently emphasize the importance of these foundational skills in preparing students for a rapidly changing workforce.

The next level consists of cluster groupings, which provide structure and flexibility, helping students and educators navigate career pathways effectively. These groupings organize a wide range of careers into logical pathways, helping teachers, school counselors, parents, and students create a clear roadmap.

The main ring consists of the career clusters, with a strong focus on interdisciplinary connections, reinforcing the adaptability of skills across various fields. The clusters are visually represented with an ombre effect, symbolizing their interconnected nature and the flexibility students have in shaping their paths.

Finally, work-based learning is wrapped around the framework's perimeter, recognizing capstone experiences as the pinnacle of a student's CTE journey. These real-world applications bridge classroom learning with career readiness, ensuring students graduate with the skills and confidence to succeed in the workforce and in further education.

This modernization effort reflects South Dakota's commitment to keeping CTE agile, forward-thinking, and impactful. As we continue engaging stakeholders, we welcome insights that will shape a framework built to empower students for the future.
