Apply to be a part of latest MTSS (RTI or PBIS) cohort
South Dakota Multi-tiered System of Support (SD MTSS) is a continuous-improvement framework that integrates data and instruction to maximize student achievement. When school districts implement MTSS, they create a flexible, information-rich environment that provides the right level of support to individual students so that they can reach their full potential.
SD MTSS supports two systems that schools can implement for their needs. Response to Intervention (RTI) provides academic-focused supports to schools and students. Positive Behavior Intervention and Supports (PBIS) addresses behavioral issues with support and intervention. Both systems of support provide a structure to implement tiered supports to all students.
The Department of Education (DOE) provides grant funding and onsite coordinator supports for schools selected to participate in a five-year PBIS or RTI cohort. If your school is interested in joining the 2024-25 MTSS cohort, follow these steps:

- Submit your building’s Letter of Intent by Nov. 30.
- For RTI, email your letter to Brandi Gerry
- For PBIS, email your letter to Rebecca Cain
- If you need flexibility around the Nov. 30 date, email either Brandi or Rebecca.
- A coordinator will contact you to schedule an onsite January informational meeting with your team.
All schools selected to participate in the MTSS cohort (PBIS or RTI) will receive the following:
- A trained MTSS coordinator to facilitate meetings and act as a guide.
- Free or reduced registration to all DOE-sponsored MTSS trainings. This includes a reduced rate to the SD MTSS Summer Education Conference in June.
- Grant funds for each building for expenses related to MTSS implementation (Year 1 - $1,500; Years 2 and 3 - $1,000; Year 4 - $500).
